Senate Resolution No. 1835

HONORING Edward R. Hammock, Esq. upon the occasion
of his designation for special recognition by New
York Therapeutic Communities, Inc. on June 2, 2017
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Edward R. Hammock, Esq. upon the occasion of his designation for special
recognition by New York Therapeutic Communities, Inc., to be recognized
at its 40th Anniversary Celebration on Friday, June 2, 2017, at the
Cathedral Church of St. John the Divine, New York, New York; and
WHEREAS, Edward R. Hammock has spent more than 50 years involved in
the criminal justice system; he began his illustrious career with the
New York City Youth Board and worked in East Harlem with teen gangs in
the early 1960s; and
WHEREAS, Serving in several capacities, Edward R. Hammock worked as
a New York State probation officer and as the executive director of a
major drug treatment program; his foundation in prosecution was laid in
the New York County District Attorney's office where he was assigned
fresh out of law school to the Homicide Bureau; and
WHEREAS, Furthermore, Edward R. Hammock has served as deputy
commissioner for the New York City Department of Investigation, as
Special Assistance District Attorney for the Queens County District
Attorney's office, and was assigned as a Special Assistant Attorney
General for participation in the criminal investigation of the Attica
Prison Riot of 1971; and
WHEREAS, This esteemed man spent seven years as Chairman of the New
York State Board of Parole and Chief Executive Officer of the New York
State Division of Parole; he was a professor of law for 14 years at St.
John's University School of Law, and has taught at John Jay College of
Criminal Justice and the College of New Rochelle; and
WHEREAS, For the past 27 years, Edward R. Hammock has been in the
private practice of law specializing in criminal defense, post
conviction advocacy, parole and work release advocacy and appeals,
parole revocation hearings, inmate disciplinary matters, and
pre-sentence consultation and advocacy; and
WHEREAS, In addition, with a steadfast and unwavering commitment to
his community, Edward R. Hammock was instrumental in the success of New
York Therapeutic Communities, Inc.'s Stay'n Out Program; and
WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished citizens who would devote their life's work
and purpose to community service, contributing to the welfare of the
citizens of their communities and this great Empire State; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Edward R. Hammock, Esq. upon the occasion of his designation for
special recognition by New York Therapeutic Communities, Inc. on June 2,
2017; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Edward R. Hammock.
