HONORING Kellyann Kostyal-Larrier upon the
occasion of her designation as recipient of the
National FBI Director's Community Leadership Award

WHEREAS, The quality and character of life in the communities across
New York State is reflective of the concerned and dedicated efforts of
those individuals who would devote themselves to the advancement of the
community and its citizenry; and

WHEREAS, This Legislative Body is justly proud to honor Kellyann
Kostyal-Larrier upon the occasion of her designation as recipient of the
National FBI Director's Community Leadership Award, celebrated at an
Awards Ceremony on Friday, April 28, 2017, at the FBI Headquarters in
Washington, D.C.; and

WHEREAS, Kellyann Kostyal-Larrier, Executive Director of the Safe
Homes of Orange County, teaches agents and local police officers how to
identify and rescue abuse and trafficking victims and thereby, start the
process of punishing victimizers; and

WHEREAS, As Safe Home's Director, Kellyann Kostyal-Larrier leads a
City of Newburgh-based organization whose services for victims of
domestic and teenage-dating violence and trafficking includes safe
houses, counseling, legal services and a 24-hour hotline; and

WHEREAS, In addition, Kellyann Kostyal-Larrier is an instructor at
Orange County's Police Academy, where she trains new and veteran FBI
agents and officers to recognize the signs of domestic violence and
trafficking; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Kellyann Kostyal-Larrier has
displayed throughout her life; and

WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Kellyann Kostyal-Larrier upon the occasion of her designation as
recipient of the National FBI Director's Community Leadership Award; and
be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Kellyann Kostyal-Larrier.
