HONORING Francis G. Hoare upon the occasion of his
designation as recipient of a Liberty Medal, the
highest honor bestowed upon an individual by the New
York State Senate

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made
significant contributions to the quality of life therein; and

WHEREAS, Members of the Armed Services from the State of New York,
who have served so valiantly and honorably in wars in which this
country's freedom was at stake, as well as in the preservation of peace
in peace-time, deserve a special salute from this Legislative Body; and

WHEREAS, This Legislative Body is justly proud to honor Francis G.
Hoare upon the occasion of his designation as a recipient of a Liberty
Medal, the highest honor bestowed upon an individual by the New York
State Senate; and

WHEREAS, The New York State Senate Liberty Medal was established by
resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and

WHEREAS, As an Officer in the U.S. Army Judge Advocate General's
Corps (JAG Corps), he has held positions of significant importance in
Bosnia, Iraq and Afghanistan, earning a number of awards and medals
including: the Bronze Star, Afghan Campaign Medal, Iraq Campaign Medal
and Meritorious Service Medal; and

WHEREAS, Francis G. Hoare has held many positions of responsibility
in service to the people of the State of New York, including: Counsel to
the Assembly Ways and Means Committee, and General Counsel to the New
York State Department of Homeland Security; and

WHEREAS, Francis G. Hoare has most recently ably and honorably
served the people of the State of New York as the Deputy Secretary to
the Governor for Legislative Affairs; and

WHEREAS, Francis G. Hoare is receiving this acknowledgement in
recognition of his steadfast commitment to the people of the State of
New York and our Nation; and

WHEREAS, Lieutenant Colonel Francis G. Hoare has served the Nation
with great distinction in various Active Duty and Reserve posts during a
career which has spanned more than 25 years; most recently, he was the
Deputy Counsel in the Office of the Chairman of the Joint Chiefs of
Staff at the Pentagon; and

WHEREAS, Francis G. Hoare, as the son of Irish immigrants, and
having grown up in Washington Heights, Manhattan, graduated from
Cardinal Spellman High School in the Bronx, Albany State University and

Albany Law School; a quintessential New Yorker, he truly embodies the
best of New York's immigrant tradition and the American Dream; and

WHEREAS, This exceptional New Yorker has served on an array of
Boards and volunteer positions in service to his community; and

WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Francis G. Hoare, Lieutenant Colonel U.S. Army JAG Corps, upon
the occasion of his designation as a recipient of the Liberty Medal, the
highest honor bestowed upon an individual by the New York State Senate;
and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Lieutenant Colonel Francis G. Hoare.
