COMMENDING John "Jack" Proud upon the occasion of
his retirement after many years of distinguished
service as an Oswego County Legislator

WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their
exemplary contributions and service on behalf of others; and

WHEREAS, It is the sense of this Legislative Body to recognize and
honor those distinguished citizens who demonstrate great courage and
diligence in providing for the care and welfare of the citizens of their
communities and this great Empire State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend John "Jack" Proud upon the occasion of his retirement after many
years of distinguished service as an Oswego County Legislator; and

WHEREAS, Legislator Jack Proud has a long history of service to the
Oswego County community, representing the Village and Town of Mexico in
the County Legislature since 1996; and

WHEREAS, Throughout his illustrious career, Legislator Jack Proud
served as Legislative Majority Leader from 1998 to 2004, and as chairman
of several legislative committees; and

WHEREAS, A 1953 graduate of Oswego High School, Legislator Jack
Proud went on to receive a Bachelor of Science degree in education,
graduating magna cum laude from SUNY Oswego in 1957; he continued his
studies to earn certificates in English, social studies, and school
administration; and

WHEREAS, Legislator Jack Proud valiantly served his country as a
member of the United States Army in 1957, as well as in the New York
State National Guard; and

WHEREAS, With a steadfast and unwavering commitment to education,
Legislator Jack Proud served Mexico Academy and Central School District
from 1958 to 1994; his tenure includes such esteemed positions as high
school principal, assistant high school principal, basketball coach,
academic director, and high school English teacher; and

WHEREAS, Legislator Jack Proud has served on the Oswego County Board
of Health since 2008, and as Chairman of the Board since 2015; he is
active in the Oswego County Community Services Board, Mexico Chamber of
Commerce, Mexico Historical Society, Oswego County Historical Society
and the Weston Hyde Educational Foundation; and

WHEREAS, Furthermore, Legislator Jack Proud has been a member of the
Emerald Crest Golf League for 53 years; and

WHEREAS, In his capacity as an Oswego County Legislator, Jack Proud
served with loyalty, honor and distinction, earning him the admiration,
esteem and affection of his colleagues; and

WHEREAS, With him throughout have been his wife, Allie, and their
son, Randall, both of whom feel privileged to be a part of his life and
rejoice in his achievements; and

WHEREAS, Rare indeed is the occurrence of such a compassionate
blending of strength, leadership, intellect, and commitment as that
demonstrated by Legislator Jack Proud over a lifetime of sacrifice and
dedication to others; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend John "Jack" Proud upon the occasion of his retirement after many
years of distinguished service as an Oswego County Legislator; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Legislator John "Jack" Proud.
