HONORING Lorna Swan upon the occasion of her
designation as recipient of the 2016 Citizen of the
Year Award by the Carthage Elks Lodge 1762 and the
Carthage Area Chamber of Commerce on April 25, 2017

WHEREAS, It is the sense of this Legislative Body to recognize and
honor those distinguished citizens who would devote their life's work
and purpose to community service, contributing to the welfare of the
citizens of their communities and this great Empire State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Lorna Swan upon the occasion of her designation as recipient of the 2016
Citizen of the Year Award by the Carthage Elks Lodge 1762 and the
Carthage Area Chamber of Commerce, celebrated at a dinner in her honor
on April 25, 2017, at the Carthage Elks Lodge; and

WHEREAS, Born in 1932 and a resident of Carthage, Lorna Swan has
been called upon to contribute her time and talents to countless civic
and charitable endeavors and has always given of herself unstintingly;
and

WHEREAS, She has aided the Carthage Teachers Association with its
annual Memorial Day flag display, assembled for the benefit of high
schools and containing more than 1,300 flags and visited by countless
community members; and

WHEREAS, Lorna Swan also collaborated with students, teachers and
the VFW Auxiliary in the Better Opportunities for Single Soldiers
program, providing more than 150 dozen cookies to Fort Drum Soldiers
during the holiday season; and

WHEREAS, Furthermore, she has been involved with the Christmas Trees
for Deployed Veterans program and the Honor Flight program, giving
veterans the opportunity to visit Washington, D.C. monuments; and

WHEREAS, A true asset to her community, Lorna Swan has also
spearheaded an American Hero Coin program to honor those who go above
and beyond for others; and

WHEREAS, This esteemed woman is energetic, positive and quick to
praise others; she is a natural leader and is always willing to lend a
hand to help with any needed community project; and

WHEREAS, She has served as the Cancer Chairwoman for the American
Legion Auxiliary for 22 years, lending her support and advice to those
enduring cancer treatments; and

WHEREAS, In 2015, Lorna Swan was featured in the September issue of
the Ladies VFW Auxiliary magazine in recognition of her valued
membership and service to the VFW, and for her particularly sunny
disposition during her many visits to hospitals and nursing homes; and

WHEREAS, She also served as Chairwoman of the Auxiliary Americanism
Committee, which presents American flags to businesses and organizations
for display at municipal events; and

WHEREAS, In 2016, Lorna Swan was named VFW Auxiliary Unit 7227
Member of the Year; and

WHEREAS, It has always been the objective of this Legislative Body
to honor and support those individuals who have displayed their
commitment to the betterment of their communities, and it is the intent
of this Legislative Body to inscribe upon its records, this tribute to
Lorna Swan, that future generations may know and appreciate their
admirable character, their many benevolent deeds, and their respect and
esteem in which they are held by their peers; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Lorna Swan upon the occasion of her designation as recipient of
the 2017 Citizen of the Year Award by the Carthage Elks Lodge 1762 and
the Carthage Area Chamber of Commerce on April 25, 2017; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Lorna Swan.
