COMMENDING Rose Blackwell upon the occasion of her
retirement after 33 years of distinguished service
as City Clerk of Corning, New York
WHEREAS, It is the sense of this Legislative Body to recognize and
honor those distinguished citizens who demonstrate great courage and
diligence in providing for the care and welfare of the citizens of their
communities and this great Empire State; and
WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their
exemplary contributions and service on behalf of others; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Rose Blackwell upon the occasion of her retirement after 33
years of distinguished service as City Clerk of Corning, New York; she
will officially retire from this esteemed position on January 13, 2017;
and
WHEREAS, Rose Blackwell began her career as Corning City Clerk in
1984, when she was appointed by former Mayor Daniel Killigrew;
throughout her illustrious tenure she has served under eight Mayors; and
WHEREAS, In addition to her role as City Clerk, Rose Blackwell
serves as Records Management and Records Access Officer for the City of
Corning, as well as Registrar of Vital Statistics; and
WHEREAS, Rose Blackwell received the designation of Certified
Municipal Clerk by the International Institute of Municipal Clerks in
1994, following the successful completion of required training at
Syracuse University, Maxwell School; and
WHEREAS, With a steadfast and unwavering commitment to her
community, Rose Blackwell has remained a member of the New York State
Village and City Clerks Association, the Steuben County Village and City
Clerks Association, and the Steuben County Town Clerks Association since
1985; and
WHEREAS, Furthermore, she is past president of the Auxiliary of
Corning Hospital and currently serves on the City of Corning Public Arts
Committee; and
WHEREAS, In September of 2014, Rose Blackwell was awarded the
designation of Registered Municipal Clerk by the New York State
Association of City and Village Clerks; and
WHEREAS, A woman of true integrity, Rose Blackwell leads by example;
she has served the City of Corning with distinction, enthusiasm,
dedication and honor, and has overseen countless initiatives that have
made her community a better and stronger place to live; and
WHEREAS, For more than three decades, Rose Blackwell rendered
faithful, conscientious and valuable service to the City of Corning,
earning the admiration, esteem and affection of her colleagues; and
WHEREAS, Rare indeed is the occurrence of such a compassionate
blending of strength, leadership, intellect, and commitment as that
demonstrated by Rose Blackwell over a lifetime of sacrifice and
dedication to others; and
WHEREAS, With her throughout have been her husband, Warren, her
children, Nathan, Jonathan and Michelle, and her step-children, Kathy
and Joseph, all of whom feel privileged to be a part of her life and
rejoice in her achievements; and
WHEREAS, It is the custom of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Rose Blackwell upon the occasion of her retirement after 33
years of distinguished service as City Clerk of Corning, New York; and
be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Rose Blackwell.
