CONGRATULATING The Honorable Hugh A. Gilbert upon
the occasion of his retirement after 40 years of
distinguished service as a Justice in Jefferson
County

WHEREAS, This Legislative Body seeks to acknowledge those
individuals whose professional lives and civic endeavors serve to
enhance the stature of the State of New York; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
congratulate The Honorable Hugh A. Gilbert upon the occasion of his
retirement after 40 years of distinguished service as a justice in
Jefferson County; and

WHEREAS, A native of West Carthage, Hugh A. Gilbert began his work
in the legal field in 1966, as both an Assistant District Attorney and
an attorney for the Watertown Savings Bank; and

WHEREAS, He served as justice to the Jefferson County Family Court
beginning in 1978, and also served as justice to the Surrogate Court for
four years; and

WHEREAS, Hugh A. Gilbert was first elected to the State Supreme
Court in Jefferson County in 1989, where he served until his retirement
in December of 2017; and

WHEREAS, During the 1970s, Hugh A. Gilbert was also a member of the
Joint Legislative Committee on Housing and Urban Development as well as
the Tug Hill Commission; and

WHEREAS, In 2001, he became a member of the New York
Federal-State-Tribal Courts And Indian Nations Justice Forum, and later
became a member of its Executive Committee; and

WHEREAS, Justice Hugh A. Gilbert deserves our thanks for serving in
all of the varied positions he has held and for his many accomplishments
which include helping to draft the Factory Manufactured Home Act of
1973, working to see that the Tug Hill Commission had a long and
fruitful future, acting as a facilitator for Family Courts outside New
York City, and assisting in getting the State to recognize tribal
marriages and making tribal laws enforceable in both State and county
courts; and

WHEREAS, The Honorable Hugh A. Gilbert has clearly had an enduring
impact on his community and accordingly merits recognition and applause
for his impressive dedication to others; and

WHEREAS, It is the sense of this Legislative Body to commend the
efforts of those individuals who work to support their communities by
providing their skills and talents to helping others; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
congratulate The Honorable Hugh A. Gilbert upon the occasion of his
retirement after 40 years of distinguished service as a Justice in
Jefferson County, and to wish him continued success in all his future
endeavors; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to The Honorable Hugh A. Gilbert.
