COMMENDING Troop B upon the occasion of
celebrating the 100th Anniversary of the New York
State Police

WHEREAS, The quality of life in New York State is largely reflective
of the commitment and dedication demonstrated by members of the agencies
which serve to protect, preserve and maintain public order; and

WHEREAS, It is the sense of this Legislative Body to recognize and
honor those distinguished citizens who devote their life's work and
purpose to public service, contributing to the care and welfare of the
citizens of the State of New York; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Troop B upon the occasion of celebrating the 100th Anniversary
of the New York State Police with an Open House at its Ray Brook
Headquarters on Saturday, September 23, 2017; and

WHEREAS, This momentous event will feature several activities,
including building tours, demonstrations by the Special Operations
Response Team and K9 Units, historical displays, a helicopter display,
vintage patrol cars, and a ceremonial mounted unit will make an
appearance; there will also be several food vendors, and for the
children, face-painting and Belly Buttons the Clown; and

WHEREAS, The Department of State Police, which later became the
Division of State Police, was established by the Wells-Mills Bill, which
then Governor Charles Whitman signed into law on April 11, 1917; and

WHEREAS, Moyca Newell, with help from her friend Katherine Mayo,
started the campaign to establish a state police force after Sam Howell,
a construction foreman who, at the time, was doing work on Newell's
property, when he was killed on August 2, 1913, by four men trying to
steal a payroll sack from him; and

WHEREAS, The New York State Police initially had just four troops -
A, D, G and K - representing the different units at Camp Newayo, a
military camp in Manlius, where the first troopers were trained; and

WHEREAS, Originally known as the Black Horse Troop for the black
Morgans its officers rode, Troop B was formed and began service on June
1, 1921, in an effort to stop border smuggling brought on by
prohibition; and

WHEREAS, Troop B covers Clinton, Essex, Franklin and St. Lawrence
counties, along with the northern half of Hamilton County; and

WHEREAS, Over its distinguished 100 year history, the New York State
Police Department has demonstrated continuous service to the residents
and communities which it serves; and

WHEREAS, The tradition of altruistic public service, heroism and
leadership embodied by the New York State Police Department is of such
magnitude as to be worthy of special, statewide recognition; now,
therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Troop B upon the occasion of celebrating the 100th Anniversary
of the New York State Police; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to New York State Police, Troop B, Ray Broook, New York.
