HONORING Kathryn Garcia upon the occasion of her
designation as Person of the Year by the DSNY
Emerald Society on April 27, 2018

WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Kathryn Garcia upon the occasion of her designation as Person of the
Year by the DSNY Emerald Society, to be celebrated at its 80th
Anniversary Dinner Dance on Friday, April 27, 2018, at Gargiulo's,
Brooklyn, New York; and

WHEREAS, Appointed as the 43rd Commissioner of the New York City
Department of Sanitation (DSNY) in March of 2014, Kathryn Garcia leads
the nation's largest municipal waste management agency as well as its
9,700 uniformed and civilian employees; and

WHEREAS, Under the able leadership of Kathryn Garcia, DSNY keeps New
York City healthy, safe and clean by collecting, recycling and disposing
waste, cleaning streets and vacant lots, and clearing snow and ice; and

WHEREAS, Furthermore, Kathryn Garcia tirelessly promotes electronics
and textile recycling and works to enhance composting programs which
eliminate food from the waste stream; and

WHEREAS, Kathryn Garcia launched her illustrious career as an intern
at the Department of Sanitation before serving as Chief Operating
Officer at the New York City Department of Environmental Protection
(DEP); prior to her service at DEP, she was Vice President at Appleseed;
and

WHEREAS, A lifelong New Yorker, Kathryn Garcia holds a bachelor's
degree from the University of Wisconsin; and

WHEREAS, In her capacity as Commissioner, Kathryn Garcia serves with
loyalty, honor and distinction, earning the admiration, esteem and
affection of her colleagues; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Kathryn Garcia has displayed
throughout her life; and

WHEREAS, It is the custom of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Kathryn Garcia upon the occasion of her designation as Person of
the Year by the DSNY Emerald Society on April 27, 2018; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Kathryn Garcia.
