COMMENDING Charlotte Palumbo upon the occasion of
her designation as Grand Marshal of the 2018 Village
of Montgomery St. Pat's Ramble

WHEREAS, It is the custom of this Legislative Body to pay tribute to
individuals of true purpose and worthy accomplishment who work
diligently to preserve and celebrate their rich cultural heritage; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Charlotte Palumbo upon the occasion of her designation as Grand
Marshal of the 2018 Village of Montgomery St. Pat's Ramble; and

WHEREAS, On Saturday, March 24, 2018, the Village of Montgomery will
celebrate its 6th Annual St. Pat's Ramble Day; born of an idea of just a
few, the event now encompasses a bag piper's parade, 5K Run for the
Gold, and a Mass in honor of St. Patrick at Holy Name of Mary-Assumption
Church; and

WHEREAS, Charlotte Palumbo was selected for this most prestigious
honor in recognition of her individual commitment to family and
community, respect for the culture and beliefs of others, awareness of
the importance of youth development and strict adherence to tenets of
integrity, charity and respect for human dignity; and

WHEREAS, A native of Newburgh, New York, Charlotte was born to James
and Marie Henderson on February 8, 1940; in 1958, she graduated from
Newburgh Free Academy; and

WHEREAS, In 1971, Charlotte Henderson married Richard Palumbo, and
together, the couple moved to Montgomery, New York, where they owned and
operated Richard's Dairy Shed, and raised two daughters; and

WHEREAS, Charlotte Palumbo truly enjoyed working at the ice cream
stand; she greeted each and every one of her customers with a smile, and
grew to call many of them her friends; she also liked spending time with
her staff, whom she called her "kids"; and

WHEREAS, Devoted to her children and her community, Charlotte
Palumbo was an active member of several local organizations including
the Berea PTA, and the Valley Central Scholarship Council; she is also a
sponsor of the Montgomery Little League, VC Sports, and various
fundraisers; and

WHEREAS, Charlotte Palumbo served as the Chair of two All Night Grad
Parties, and has been a faithful member of the Holy Name of
Mary-Assumption, where she holds the position of Secretary of its Altar
Society; and

WHEREAS, With her throughout have been her husband, Richard, their
two daughters, Tracy and Jennifer, and three grandchildren, all of whom
feel privileged to be a part of her life and rejoice in her
achievements; and


WHEREAS, A St. Patrick's Day celebration reflects and records the
ongoing history of the United States and Ireland, and provides an
opportunity for people of all generations to assemble in ethnic pride
and pageantry; and

WHEREAS, A fitting choice for Grand Marshal for the 2018 Village of
Montgomery St. Pat's Ramble, Charlotte Palumbo embodies the spirit and
the cherished ideals and values of Irish-Americans of this great State
and Nation; and

WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of the great State of New York; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Charlotte Palumbo upon the occasion of her designation as Grand
Marshal of the 2018 Village of Montgomery St. Pat's Ramble; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Charlotte Palumbo.
