Senate Resolution No. 4416

HONORING Special Agent Raymond E. Hagemann upon
the occasion of his designation as recipient of the
Distinguished Member Award by the National Police
Defense Foundation on May 2, 2018
WHEREAS, It is the sense of this Legislative Body to recognize and
honor those distinguished citizens who devote their life's work and
purpose to public service, contributing to the care and welfare of the
citizens of the State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Special Agent Raymond E. Hagemann upon the occasion of his designation
as recipient of the Distinguished Member Award by the National Police
Defense Foundation, to be celebrated at its Annual Awards Dinner on
Wednesday, May 2, 2018, at Russo's on the Bay, Howard Beach, New York;
and
WHEREAS, Raymond E. Hagemann began his illustrious career as a
special agent for the Federal Bureau of Narcotics 50 years ago, during
which time he was requested as part of a small contingent of federal
narcotics agents to Richard Nixon's personal protective detail; and
WHEREAS, In the private sector, Raymond E. Hagemann succeeded in
gaining the help of Pulitizer prize winning author Sydney H. Schanberg
to expose and prevent construction of a huge city jail, on Staten
Island, as part of a corrupt multi-million dollar land "flip" in 1988;
and
WHEREAS, Later, Raymond E. Hagemann excelled as a loss verification
investigator with the United States Small Business Administration (SBA),
where he was responsible for the largest number of individual loan fraud
referrals to the United States Attorney; and
WHEREAS, As chief investigator for Staten Island Borough president
Guy Molinari in 1991, Raymond E. Hagemann was responsible for initiating
the investigation into the wrongful indictment and prosecution of Joseph
Occhipinti for civil rights violations; and
WHEREAS, The case became a national "cause celebre," exposing how a
drug cartel's operations could sway the New York political and justice
systems against a dedicated federal agent; President George Bush granted
Occhipinti executive clemency on January 15, 1993; and
WHEREAS, Raymond E. Hagemann recently completed nine years as a
contract special investigator for the United States Department of
Homeland Security; he is also a licensed private investigator, a
certified fraud examiner, and a consultant to local civic groups
fighting fraud and corruption in municipal government; and
WHEREAS, A NPDF delegate with the National Police Defense Foundation
since its inception in 1995, Raymond E. Hagemann currently resides in
Staten Island, New York and is the proud father of one daughter, Jody
Hagemann Waters; and
WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Raymond E. Hagemann has
displayed throughout his life; and
WHEREAS, It has always been the objective of this Legislative Body
to honor and support those individuals who have displayed their
commitment to the betterment of their communities, and it is the intent
of this Legislative Body to inscribe upon its records, this tribute to
Raymond E. Hagemann, that future generations may know and appreciate
his admirable character, his many benevolent deeds, and the respect and
esteem in which he is held by his peers; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Special Agent Raymond E. Hagemann upon the occasion of his
designation as recipient of the Distinguished Member Award by the
National Police Defense Foundation on May 2, 2018; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Special Agent Raymond E. Hagemann.
