HONORING Deputy Commissioner Lawrence Byrne upon
the occasion of his designation as recipient of the
Man of the Year Award by the National Police Defense
Foundation on May 2, 2018

WHEREAS, It is the sense of this Legislative Body to recognize and
honor those distinguished citizens who devote their life's work and
purpose to public service, contributing to the care and welfare of the
citizens of the State of New York; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Deputy Commissioner Lawrence Byrne upon the occasion of his designation
as recipient of the Man of the Year Award by the National Police Defense
Foundation, to be celebrated at its Annual Awards Dinner on Wednesday,
May 2, 2018, at Russo's on the Bay, Howard Beach, New York; and

WHEREAS, Lawrence "Larry" Byrne is the Deputy Commissioner for Legal
Matters at the New York City Police Department (NYPD) and serves as
their Chief Legal Officer; and

WHEREAS, Prior to joining the NYPD, Lawrence Byrne was a partner in
the White-Collar Litigation and Investigations Practice Group of Pepper
Hamilton LLP; he also was a managing director with Freeh Group
International Solutions; and

WHEREAS, From 1994 to 2014, Lawrence Byrne represented clients in
complex white collar criminal, government regulatory, and civil
litigation matters; and

WHEREAS, Lawrence Byrne also served as a federal criminal prosecutor
from 1988 to 1994, during which time he served with the United States
Attorney's Office for the Southern District of New York, and the
Criminal Division of the United States Department of Justice in
Washington, D.C.; and

WHEREAS, A member of the board of directors and executive committee
for the Police Athletic League of New York City from 2008 to 2014,
Lawrence Byrne currently serves as a trustee of the Patrolman Edward R.
Byrne Substance Abuse Fund since 1988; and

WHEREAS, Lawrence Byrne received his undergraduate degree, magna cum
laude, from Hofstra University in 1981, and earned his law degree from
New York University School of Law in 1984; he then served a two-year
judicial clerkship with the United States District Court, Southern
District of New York; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Lawrence Byrne has displayed
throughout his life; and

WHEREAS, It has always been the objective of this Legislative Body
to honor and support those individuals who have displayed their

commitment to the betterment of their communities, and it is the intent
of this Legislative Body to inscribe upon its records, this tribute to
Lawrence Byrne, that future generations may know and appreciate his
admirable character, his many benevolent deeds, and the respect and
esteem in which he is held by his peers; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Deputy Commissioner Lawrence Byrne upon the occasion of his
designation as recipient of the Man of the Year Award by the National
Police Defense Foundation on May 2, 2018; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Deputy Commissioner Lawrence Byrne.
