HONORING Deputy Chief Charles Scholl upon the
occasion of his designation as recipient of the 2018
Bishop's Good Scout Award on May 1, 2018

WHEREAS, It is the custom of this Legislative Body to recognize that
the quality and character of life in the communities across New York
State are reflective of the concerned and dedicated efforts of those
individuals who would devote themselves to the welfare of the community
and its citizenry; and

WHEREAS, Attendant to such concern, and in full accord with its
traditions, this Legislative Body is proud to honor Deputy Chief Charles
Scholl upon the occasion of his designation as recipient of the 2018
Bishop's Good Scout Award to be celebrated at the Annual Bishop
DiMarzio's Dinner on Scouting on Tuesday, May 1, 2018, at El Caribe
Country Club in Brooklyn, New York; and

WHEREAS, A lifelong resident of Brooklyn, Charles Scholl attended
St. Mary's Star of the Sea Grammer School and Bishop Ford High School;
he earned his Bachelor of Science Degree in Police Science from John Jay
College of Criminal Justice of the City University of New York; upon
graduating, he received the Police Foundation Scholarship Award, which
recognized the member of the NYPD with the highest GPA; and

WHEREAS, Since November 7, 1979, Deputy Chief Charles Scholl has
served as a vital member of the NYPD; currently, he is assigned to the
title of Executive Officer of Patrol Borough Brooklyn South; and

WHEREAS, Throughout his esteemed career, Deputy Chief Charles Scholl
has patrolled the streets of Brooklyn; after graduating from the
academy, he was assigned to Neighborhood Stabilization Unit 13 which
covered the 77th, 79th and 88th Precincts, encompassing the
neighborhoods of Bedford Stuyvesant, Crown Heights and Fort Greene; in
1985, he was promoted to Sergeant and worked with the 84th Precinct in
downtown Brooklyn; and

WHEREAS, In 1990, Sergeant Charles Scholl assumed the title of
Lieutenant, and was assigned to the 67th Precinct in East Flatbush, and
then to the 76th Precinct covering the Red Hook and Carroll Gardens
communities of Brooklyn; and

WHEREAS, Lieutenant Charles Scholl was promoted to Captain in 1997,
and held the position of Executive Officer of the 61st Precinct in
Sheepshead Bay, then later as the Executive Officer of the 71st Precinct
in Crown Heights; and

WHEREAS, Two years later, Captain Charles Scholl became the
Commanding Officer of the 62nd Precinct in Bensonhurst and Dyker
Heights; later, he served as Commanding Officer of the 60th Precinct; in
this capacity, he oversaw the massive revival of Coney Island and
Brighton Beach; and

WHEREAS, Under Captain Charles Scholl's luminous leadership, the
60th Precinct saw a massive reduction in crime and quality of life
violations, earning him the status of one of two commanders to ever be
promoted twice while commanding the same precinct; and

WHEREAS, He rose up from Captain to Deputy Inspector, and then again
was promoted from Deputy Inspector to Inspector where he moved on from
his duties of CO of the 60th Precinct to Patrol Borough Brooklyn South
where he served as Inspector and Commanding Officer of PBBS Special
Projects; and

WHEREAS, Inspector Charles Scholl assumed the title of Deputy Chief
on December 23, 2013; he served where he became Executive Officer of
Patrol Borough Staten Island before recently transferring back to South
Brooklyn to become Executive Officer of Patrol Borough Brooklyn South on
March 23, 2015; and

WHEREAS, For his steadfast and unremitting commitment to the NYPD
and his community, Deputy Chief Charles Scholl has been the recipient of
over 60 departmental recognitions; and

WHEREAS, Deputy Chief Charles Scholl is a shining example of what a
Police Officer is and should be; he is a true leader of men, a man's man
and has always been known as a cop's cop; and

WHEREAS, Deputy Chief Charles Scholl's dedication to his community
and to scouting has had a lasting impact on the Brooklyn community; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Deputy Chief Charles Scholl
has displayed throughout his life; and

WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments come to our
attention, they should be recognized by all the citizens of this great
Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Deputy Chief Charles Scholl upon the occasion of his designation
as recipient of the 2018 Bishop's Good Scout Award; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Deputy Chief. Charles Scholl.
