HONORING Noel P. Dill upon the occasion of his
designation as recipient of the 2017 Citizen of the
Year Award by the Clarence Chamber of Commerce on
March 2, 2017
WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made
significant contributions to the quality of life therein; and
WHEREAS, Noel P. Dill has given not only of his time and energies
but also of his competence, intelligence and leadership and consequently
has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor Noel P. Dill
upon the occasion of his designation as recipient of the 2017 Citizen of
the Year Award by the Clarence Chamber of Commerce, to be celebrated at
its 45th Annual Awards Dinner on Thursday, March 2, 2017, at Samuel's
Grande Manor, in Williamsville, New York; and
WHEREAS, A native of Buffalo, New York, Noel P. Dill attended St.
Joseph's Collegiate Institute and the State University of New York at
Buffalo; in 1986, he joined Intertech Satellite Systems, a Lockport, New
York startup founded by Jim and Paul Stephen; and
WHEREAS, By the mid-1990s, the satellite business was nationally
recognized and the company diversified into real estate; Noel P. Dill
became the Vice President of Stephen Development; and
WHEREAS, In this capacity, Noel P. Dill has been involved in
significant Main Street Clarence projects, including Willow Square and
the upcoming redevelopment across from the Clarence High School, as well
as the acquisition and development of Rock Oak Estates of Clarence; and
WHEREAS, Rock Oak Estates has expanded to over 500 homes, and has
always strived to offer seniors affordable, independent homes in a
55+ community setting; Noel P. Dill credits the many friendships he has
made through the years with Rock Oak residents for helping him learn the
importance of friends, family and community in a successful life; and
WHEREAS, Noel P. Dill remains true to this mantra through his
steadfast commitment to his community; he was one of the founders of
Rock the Barn, an event which has evolved into a two-day music festival
benefitting Meals on Wheels for Clarence, Akron and Newstead; and
WHEREAS, Noel P. Dill helped charter, and later, served as President
of Clarence Toastmasters; he also serves as President of Discover Main
Street, a non-profit group formed to advocate for Main Street small
business and community life; and
WHEREAS, In addition, Noel P. Dill and his wife, Shelly, have been
long-time advocates for UNYTS, the area's community blood bank and organ
donation center; through the years, they have sponsored over 30 blood
drives and have been credited with saving over 1,500 lives in Western
New York; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Noel P. Dill has stood constant in
dignity, good grace and humor; and
WHEREAS, Along with his wife, with him throughout have been his
three daughters, Shannon, Sydney and Serena, and his two step-daughters,
Madison and Savannah, all of whom feel privileged to be a part of his
life and rejoice in his accomplishments; and
WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Noel P. Dill has displayed
throughout his life; and
WHEREAS, It is the custom of this Legislative Body that those who
enhance the well-being and vitality of their community and have shown a
long and sustained commitment to excellence certainly have earned the
recognition and applause of all the citizens of this great Empire State;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Noel P. Dill upon the occasion of his designation as recipient of
the 2017 Citizen of the Year Award by the Clarence Chamber of Commerce;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Noel P. Dill.
