COMMENDING Investigator Norman O'Neil upon the
occasion of his retirement after 31 years of
dedicated service to the New York State Police

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished citizens who would devote themselves to public
service, demonstrating great courage and diligence in providing for the
care and welfare of the citizens of their communities and this great
Empire State; and

WHEREAS, The quality of life in these communities is largely
reflective of the commitment and dedication demonstrated by members of
the agencies which serve to protect, preserve and maintain public order;
and

WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their
exemplary contributions and service on behalf of others; and

WHEREAS, This Legislative Body is justly proud to commend
Investigator Norman O'Neil upon the occasion of his retirement after 31
years of dedicated service to the New York State Police; and

WHEREAS, In 1984, Norman O'Neil earned his associate's degree in
Criminal Justice from Mohawk Valley Community College; on March 30,
1987, he began his long and distinguished career with the New York State
Police; and

WHEREAS, Officer Norman O'Neil served as a Field Training Officer
and a Scuba Diver at various locations within Troop C including
Cortland, Binghamton, Whitney Point and Endwell; he also worked at CNET
and SIU with Troop H; and

WHEREAS, Officer Norman O'Neil was the recipient of numerous awards
and accolades for his meritorious service including a Superintendent's
Commendation in 1997; in that same year, he was named Trooper of the
Year; and

WHEREAS, In 1999, Officer Norman O'Neil was appointed to the title
of Investigator, and was assigned to CNET Southern Tier; in 2015, he was
transferred to SIU Binghamton where he served until his official
retirement on March 30, 2018; and

WHEREAS, Once again Investigator Norman O'Neil excelled in his
position; he was selected as Investigator of the Year in both 2014 and
2017; and

WHEREAS, Norman O'Neil is also a dedicated and vital member of his
community; from 1994-1998, he was a volunteer firefighter with the
Endwell Fire Department, and is a bus driver for the Church of the Holy
Family; and

WHEREAS, Not one to stay idle for long, Norman O'Neil was recently
appointed Lieutenant for the Village of Owego Police Department; and

WHEREAS, When he is not working or helping someone, Norman O'Neil
enjoys spending time outdoors, whether it be snowmobiling, hunting or
fishing; and

WHEREAS, With him throughout have been his wife, Wendy, and their
four children, Dylan, Nathaniel, Paige and Tara, all of whom have shown
him love and support and rejoice in his many achievements; and

WHEREAS, It is the sense of this Legislative Body that those
dedicated public servants who unselfishly devote their lives to the
preservation of order and the protection of others are worthy and due
full praise for their commitment and noble endeavors; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Investigator Norman O'Neil upon the occasion of his retirement
after 31 years of dedicated service to the New York State Police, and to
wish him well in all his future endeavors; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Investigator Norman O'Neil.
