HONORING Placido Samper upon the occasion of his
designation as recipient of the William B. Joslin
Outstanding Performance Award by New York State
Industries for the Disabled, Inc.

WHEREAS, It is the custom of this Legislative Body to recognize and
pay just tribute to those citizens who embody the true American spirit,
demonstrating personal courage and determination; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Placido Samper upon the occasion of his designation as recipient of the
William B. Joslin Outstanding Performance Award by New York State
Industries for the Disabled, Inc.; and

WHEREAS, The Annual Joslin Awards Program of the New York State
Industries for the Disabled (NYSID) respectfully acknowledges
individuals in New York communities who strengthen the Preferred Source
Program through jobs well done; and

WHEREAS, This past year, nearly 7,000 total workers in 48 counties
realized the independence which comes from earning a paycheck; and

WHEREAS, Placido Samper began working for Access: Supports for
Living in 2003; he has enjoyed learning the skills he needed to do well
in the workforce and has happily found a place that he could call home;
he truly considers his co-workers to be his second family; and

WHEREAS, After he was placed on an Ability One contract, Placido
Samper mastered numerous skills to become a vital part of the workforce;
he then received a NYSID Preferred Source contract where he has been
able to earn his own paycheck and gain more independence; and

WHEREAS, Placido Samper has proudly moved to his own apartment and
enjoys going on vacations and attending Comic-Con events; and

WHEREAS, In the faithful performance of his duties and
responsibilities, Placido Samper's ongoing efforts and notable
achievements have significantly contributed to bettering the quality of
life in his community; and

WHEREAS, It is the sense of this Legislative Body that when
individuals of such enduring courage and accomplishment are brought to
our attention, it is appropriate to publicly proclaim and commend those
individuals for the edification and emulation of others; now, therefore,
be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Placido Samper upon the occasion of his designation as recipient
of the William B. Joslin Outstanding Performance Award by New York State
Industries for the Disabled, Inc., and to wish him continued success in
all his future endeavors; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Placido Samper.
