COMMENDING Dr. Isabelle Barriere upon the occasion
of being named a 2018 Hall of Fame Honoree by Making
the Impossible Possible, Inc. on May 27, 2018

WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Dr. Isabelle Barriere upon the occasion of being named a 2018
Hall of Fame Honoree by Making the Impossible Possible, Inc., to be
celebrated at its 7th Annual Power of Partnerships, Scholarship and Hall
of Fame Gala on Sunday, May 27, 2018, at the BRIC Arts Media, Brooklyn,
New York; and

WHEREAS, Founded in 2001, Making the Impossible Possible, Inc.
(MIPO) is a non-profit membership organization, promoting the quality of
life of Haitian youth in the United States and abroad through education,
music, character building, medical care, apprenticeship training, family
support and scholarships; and

WHEREAS, Dr. Isabelle Barriere is an Associate Professor in the
Department of Communication Sciences and Disorders at LIU Brooklyn
Communication Sciences and Disorders; she completed her PhD in Applied
Linguistics at Birkbeck College at the University of London, and
subsequently received training in Early Childhood Education in
Neuropsychology at Toulouse University and the Salpetriere Hospital in
Paris, as well as in Cognitive Science at Johns Hopkins University; and

WHEREAS, A true asset to society, Dr. Isabelle Barriere has recently
served on the review panels of the National Science Foundation and the
National Research Conference on Early Childhood; she has also been
appointed for a three-year term on the Diversity Committee of the
Linguistic Society of America; and

WHEREAS, Dr. Isabelle Barriere holds secondary appointment as
Director of Policy for Research and Education at Yeled V'Yalda (YVY)
Early Childhood Center, where she is responsible for the Dual Language
Policy, and at CUNY Graduate Center where she has been co-supervising
Doctoral dissertations; and

WHEREAS, Under her leadership, YVY Research institute has housed
projects that simultaneously respond to the practical needs of educators
and clinicians serving culturally, ethnically and linguistically diverse
population and contributes innovative methodological approaches and new
answers to theories in the field; and

WHEREAS, It has always been the objective of this Legislative Body
to honor and support those individuals who have displayed their
commitment to the betterment of their communities, and it is the intent

of this Legislative Body to inscribe upon its records, this tribute to
Dr. Isabelle Barriere, that future generations may know and appreciate
her admirable character, her many benevolent deeds, and the respect and
esteem in which she is held by her peers; and

WHEREAS, This Legislative Body is pleased to have this opportunity
to express its highest admiration for Dr. Isabelle Barriere and to wish
her continued success in all of her future endeavors; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Dr. Isabelle Barriere upon the occasion of being named a 2018
Hall of Fame Honoree by Making the Impossible Possible, Inc. on May 27,
2018; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Dr. Isabelle Barriere.
