MOURNING the death of James Patrick Mills Sr.,
distinguished citizen and devoted member of his
community

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and

WHEREAS, James Patrick Mills Sr. of Catskill, New York, died on
Friday, June 1, 2018, at the age of 86; and

WHEREAS, Born on October 2, 1931, in Manhattan, James Patrick Mills
Sr. was the son of the late Martin and Helen Mills; and

WHEREAS, He served his country as a member of the United States
Marine Corps. during the Korean War; and

WHEREAS, In November of 1954, James Patrick Mills Sr. became a New
York State Trooper; he was employed by the New York State Police for 37
years prior to his retirement as an investigator; and

WHEREAS, Following his retirement, James Patrick Mills Sr. continued
to work as a sergeant-at-arms for the New York State Legislature for an
additional 13 years; and

WHEREAS, James Patrick Mills Sr. distinguished himself in his
profession and by his sincere dedication and substantial contribution to
the welfare of his community; and

WHEREAS, James Patrick Mills Sr. married the former Gloria "Jerry"
Gaffney on April 11, 1959; and

WHEREAS, James Patrick Mills Sr.'s commitment to excellence, and his
spirit of humanity, carried over into all fields of enterprise,
including charitable and civic endeavors; and

WHEREAS, A communicant of St. Patrick's Church in Catskill, James
Patrick Mills Sr. served as a coach for St. Patrick's Girls Softball
Team for several years, and was an avid golfer and long-time member of
the Catskill Golf Club; he also enjoyed skiing and bowling, and was a
member of the Over The Hill Gang Softball Team and Catskill Old-Timers
Softball League; and

WHEREAS, Predeceased by his brother, Harry Mills; and his sister,
Helen Mills Bruff, James Patrick Mills Sr. is survived by his wife,
Gloria Mills; his son, James P. (Shelby) Mills, Jr.; his daughter, Kerry
Mills (Christopher) Miller; his brother, Martin (Kathleen) Mills; five
grandchildren, Kathleen Miller, Shannon Miller, James Miller, Ryan
Mills, and Collin Mills; and one great-granddaughter, Khloe Bliss
Roberts; as well as several nieces and nephews; and

WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, James Patrick Mills Sr. leaves behind a legacy which will
long endure the passage of time and will remain as a comforting memory
to all he served and befriended; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of James Patrick Mills Sr., distinguished citizen and
devoted member of his community; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of James Patrick Mills Sr.
