HONORING Francis Behlmer upon the occasion of his
retirement after 39 years of dedicated service to
BNY Mellon
WHEREAS, It is the sense of this Legislative Body to acknowledge the
significant milestones in the distinguished careers of esteemed
residents of this noble Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Francis Behlmer upon the occasion of his retirement after 39 years of
dedicated service to BNY Mellon; and
WHEREAS, Francis "Frank" Behlmer currently serves as Executive Vice
President and Chief Operations Officer, Global Operations Treasury
Services Operations of BNY Mellon, the fifth largest clearer of United
States Dollar payments globally; and
WHEREAS, Managing the company's Global Operations, Francis Behlmer
is responsible for Enterprise Cash Processing which includes USD Funds
Transfer, Multicurrency Cash Operations and Treasury Services; and
WHEREAS, Furthermore, he is responsible for the Reconciliation
Center of Excellence within CSD Shared Services, International Trade
Services and the Payment and Trade Operations in 10 international
branches, and its Office of Foreign Asset and Control (OFAC) Operations;
and
WHEREAS, This extraordinary man is a member of the company's
Operating Committee as well as its CSD Leadership team, providing
oversight to the Global Delivery Centers in Central New York, Manchester
and Poland; and
WHEREAS, A true asset to his profession, Francis Behlmer is a member
of the Clearing House (PayCo) Board Payments Company and has served as a
Board Member for the Bankers' Association for Finance and Trade (BAFT);
and
WHEREAS, In addition, he has served on a number of senior banking
industry committees focusing on Global Payments and Trade issues facing
the United States, and international payments systems and networks; and
WHEREAS, With a steadfast and unwavering commitment to his
community, Francis Behlmer serves on the Mohawk Valley Economic
Development Board of Directors and the Syracuse Economic Development
Board; he has also served on the United Way of the Mohawk Valley and
Greater Utica Area Board; and
WHEREAS, Francis Behlmer holds a Bachelor of Science degree from St.
John's University; and
WHEREAS, For nearly four decades, Francis Behlmer rendered faithful,
conscientious and valuable service to BNY Mellon, earning the
admiration, esteem and affection of his colleagues; and
WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Francis Behlmer upon the occasion of his retirement after 39 years
of dedicated service to BNY Mellon; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Francis Behlmer.
