COMMENDING Major Francis S. Coots upon the
occasion of his retirement after 33 years of
dedicated service to the New York State Police

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished citizens who would devote themselves to public
service, demonstrating great courage and diligence in providing for the
care and welfare of the citizens of their communities and this great
Empire State; and

WHEREAS, The quality of life in these communities is largely
reflective of the commitment and dedication demonstrated by members of
the agencies which serve to protect, preserve and maintain public order;
and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Major Francis S. Coots upon the occasion of his retirement after
33 years of dedicated service to the New York State Police; and

WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their
exemplary contributions and service on behalf of others; and

WHEREAS, Francis S. Coots began his illustrious law enforcement
career in 1983, serving Troop E, before being promoted to sergeant eight
years later; he served as a captain and Zone 1 commander in the Town of
Marcy from 2005 until 2014, when he was promoted to serve as the
Commanding Officer of Troop D, the esteemed position from which he will
officially retire on February 8, 2017; and

WHEREAS, In this capacity, Major Francis S. Coots commanded seven
counties in Central New York including Herkimer, Jefferson, Lewis,
Madison, Oneida, Onondaga and Oswego, which encompasses 167 towns, 89
villages and five cities; and

WHEREAS, For the past 33 years, Major Francis S. Coots rendered
faithful, conscientious and valuable service to the New York State
Police, earning him the admiration, esteem and affection of his
colleagues; and

WHEREAS, After more than three decades of steadfast and unwavering
dedication to the New York State Police, Major Francis S. Coots will
serve as the Director of Campus Safety for Hamilton College, beginning
March 1, 2017; and

WHEREAS, With him throughout has been his wife, his three children,
four step-children, and six grandchildren, all of whom feel privileged
to be a part of his life and rejoice in his accomplishments; and

WHEREAS, It is the sense of this Legislative Body that those
dedicated public servants who unselfishly devote their lives to the

preservation of order and the protection of others are worthy and due
full praise for their commitment and noble endeavors; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Major Francis S. Coots upon the occasion of his retirement after
33 years of dedicated service to the New York State Police; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Major Francis S. Coots.
