MOURNING the death of Horace H. Scott, public
servant, family man and devoted member of his
community

WHEREAS, It is the sense of this Legislative Body to pay proper
tribute to individuals of great character whose lives exemplify the
highest ideals of humanity; and

WHEREAS, With deep regret this Legislative Body records the passing
of Horace H. Scott on Friday, March 16, 2018, at the age of 100, noting
the loss of a citizen whose purposeful life and endeavors contributed so
much to the quality of life in his community; and

WHEREAS, Horace Harvey Scott was born on December 25, 1917, to
Harold A. and Blanche Jackson Scott in Poultney, Vermont; and

WHEREAS, After the family moved to Whitehall, New York, Horace H.
Scott attended local schools; upon graduation, he earned his degree in
funeral services from the American Academy of Embalming in New York
City; he then returned to his hometown to work with his father at Scott
Funeral Home and in the furniture business; and

WHEREAS, On his birthday in 1938, Horace H. Scott married the former
Harriett Carpenter at her father's home in Granville, New York; the
couple lived in Whitehall where they raised two beautiful children; and

WHEREAS, Horace H. Scott truly loved living in Whitehall, and was an
active and treasured part of the community for most of his life; and

WHEREAS, In 1967, Horace H. Scott was elected Mayor and served until
1971; throughout his tenure, he diligently worked to repair the
village's sewer lines, and was instrumental in the construction of a
water tower on Skene Mountain to supply water to the plywood factory and
additional water to the Whitehall Public Schools buildings; and

WHEREAS, In 1972, Horace H. Scott was selected as Whitehall Town
Supervisor, eventually serving as Chairman of the Washington County
Board of Supervisors from 1977-1979; in this capacity, he oversaw the
construction of the new road from Fort Ann to Whitehall; and

WHEREAS, As a member of the Warren-Washington Industrial Development
Agency, Horace H. Scott helped bring industry to the area; for his
steadfast efforts, he was presented with the 1985 Liberty Bell Award by
a local bar association; and

WHEREAS, In addition to his role as dedicated public servant, Horace
H. Scott was a vital member of the Chamber of Commerce, the school
board, Elks, and Masons and led a Boy Scouts troop; for many years he
was a faithful congregant of the First Baptist Church, and in later
years, the First Methodist Church; and

WHEREAS, Ever since he was a young boy, Horace H. Scott loved
spending time outside in the woods, whether he was skiing, building a

cabin with friends off South Bay Road, or simply exploring through the
fragrant evergreens; and

WHEREAS, Horace H. Scott recreated his boyhood adventures when he
bought a piece of property that went up and over West Mountain; he built
a cabin at the top in the late 1970s, which became his special refuge;
he shared this peaceful place with his friends and family so they could
enjoy the quiet and the panoramic view; and

WHEREAS, Horace H. Scott also became a tree farmer, planting a small
forest of evergreens so future generations could enjoy the sweet aroma
of the pines; and

WHEREAS, Predeceased by his wife, Harriett Scott; his brother,
Donald Scott; his daughter, Emily Scott O'Hare; his grandson, Scott
Hunter; and a great-grandson, Corbin Hunter, Horace H. Scott is survived
by one daughter, Donna (Charles) Austin; one son, Horace R. (Deirdre)
Scott; seven grandchildren and 17 great-grandchildren, all of whom will
forever cherish his smile and love; and

WHEREAS, A devoted husband, father and grandfather, Horace H.
Scott's name is synonymous with character, dignity, intellect, depth,
and humor, qualities evident to his family and to all those who were
fortunate enough to have known him; he will be deeply missed and truly
merits the grateful tribute of this Legislative Body; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Horace H. Scott, public servant, family man and
devoted member of his community; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Horace H. Scott.
