HONORING Ruth Scribner upon the occasion of her
designation as recipient of the 2018 Liberty Bell
Award by the Washington County Bar Association on
May 1, 2018

WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Ruth Scribner upon the occasion of her designation as recipient of the
2018 Liberty Bell Award by the Washington County Bar Association on
Tuesday, May 1, 2018; and

WHEREAS, The Liberty Bell Award, given each year by local bar
associations, honors exemplary citizens within the local community; the
award recognizes outstanding service performed by a non-lawyer citizen
who volunteers their time and efforts to serve the community; and

WHEREAS, Such service may include activities which promote a better
understanding of America's form of government, stimulating a deeper
sense of individual responsibility to the end that citizens recognize
their duties as well as their rights; and

WHEREAS, This esteemed woman has been called upon to contribute her
time and talents to countless civic and charitable endeavors and has
always given of herself unstintingly; and

WHEREAS, Ruth Scribner grew up in Granville, New York, where she was
raised to understand and appreciate the value of hard work; she spent
her illustrious career as a dairy farmer, during which time she was
active in the local Grange Farm Bureau and Rural Charity Club; and

WHEREAS, An EMT, Ruth Scribner taught classes in CPR and EMT
training, and served as Chairman of the Board of Directors; throughout
her tenure, she also spent several weeks in Louisiana following
Hurricane Katrina, as well as in New York City following the events of
September 11, 2001; and

WHEREAS, Ruth Scribner was voted 2007 EMT of the Year for a five
county region in the Northeast; she retired from the squad in 2013,
after 20 years of distinguished service; and

WHEREAS, Today, a resident of Whitehall, New York, Ruth Scribner
continues to operate a maple syrup business; and

WHEREAS, A true asset to her community, Ruth Scribner currently
serves as Director of the Whitehall Emergency Food Pantry, where she has
been instrumental in much of its success; she is also on the Board of

Directors for Skene Manor, a historical preservation site in Whitehall;
and

WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, Ruth Scribner has stood constant in
dignity, good grace and humor; and

WHEREAS, With her throughout have been her husband, Vern, their four
children and four grandchildren, as well as a great-granddaughter, all
of whom feel privileged to be a part of her life and rejoice in her
achievements; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Ruth Scribner has displayed
throughout her life; and

WHEREAS, Ruth Scribner, a very active and industrious woman, has
inspired and enriched the lives of those she serves through her
volunteerism, generously sharing the wisdom gained over years of
experiencing life to its fullest; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Ruth Scribner upon the occasion of her designation as recipient of
the 2018 Liberty Bell Award by the Washington County Bar Association on
May 1, 2018; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Ruth Scribner.
