COMMENDING Mathew Horn upon the occasion of his
designation for special recognition by the Smith
Center for the Arts on September 21, 2017
WHEREAS, Individuals who give of their time and energies and serve
the best interests of their communities are an asset beyond remuneration
and cannot be sufficiently extolled; and
WHEREAS, Mathew Horn has given not only of his time and energies but
also of his competence, intelligence and leadership and consequently has
been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to commend Geneva
City Manager Mathew Horn upon the occasion of his designation for
special recognition by the Smith Center for the Arts to be honored at
its Annual Celebrate Smith Dinner on Thursday, September 21, 2017, at
Geneva on the Lake in Geneva, New York; and
WHEREAS, Mathew Horn earned his Bachelor of Science degree in Public
Administration from James Madison University in 2002; from 2006-2008, he
attended the University of South Carolina; and
WHEREAS, In 2000, Mathew Horn began his distinguished civic career
as an Economic Development Specialist with the City of Staunton,
Virginia; from February of 2004 until February of 2006, he served as the
Assistant City Manager of the City of Beaufort, South Carolina; and
WHEREAS, For the next two years, Mathew Horn held the title of
Director of City Operations at CH2M, a global engineering company which
provides consulting, design, construction, and operations services for
corporations, and federal, state, and local governments; and
WHEREAS, Since July of 2008, Mathew Horn has held the position of
City Manager of Geneva, a small, full-service city in the vibrant,
four-season Finger Lakes Region of New York; and
WHEREAS, Throughout his tenure, Mathew Horn has coordinated business
recruitment and retention efforts, developed and managed a $21 million
annual operations budget, including public water and wastewater
utilities; established and directed capital planning efforts, and
conducted hiring and oversight efforts for nine City of Geneva
departments; and
WHEREAS, An experienced community leader with a demonstrated history
of facilitating civic engagement and economic growth, Mathew Horn is
well-versed in public-private partnership, and leveraging the strengths
of an organization and community to achieve its vision; and
WHEREAS, Through Mathew Horn's leadership and hard work, the City of
Geneva received $10 million from the New York State Downtown
Revitalization Initiative (DRI), and was awarded additional funds to
upgrade its Visitor Center; and
WHEREAS, Geneva includes a stately, burgeoning downtown with
expansive views of Seneca Lake; Mathew Horn has been instrumental in
bringing an impressive change to this area by bringing in many new
businesses, restaurants, bars, and events which add to the entertainment
and cultural scene; and
WHEREAS, For his steadfast and unremitting commitment to his
profession, Mathew Horn was the recipient of the Civitas Award, and was
named a Top 100 Local Government Influencer in both 2016 and 2017; and
WHEREAS, With him throughout have been his wife, Courtney, and their
four children, all of whom have shown him love and support and rejoice
in his many achievements; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Mathew Horn upon the occasion of his designation for special
recognition by the Smith Center for the Arts on September 21, 2017; and
be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Mathew Horn.
