CELEBRATING the life of Megan Kimberly Carr-Wilks,
courageous police officer, loving mother,
distinguished citizen and devoted member of her
community

WHEREAS, It is the sense of this Legislative Body to convey its
grateful appreciation and heartfelt regret in recognition of the loss of
a brave officer who dedicated her purposeful life and career in faithful
service to the New York Police Department, New York City, the State of
New York, and the Hudson City School District; and

WHEREAS, Megan Kimberly Carr-Wilks of Hudson, New York, died on
Tuesday, September 19, 2017, at the age of 55; and

WHEREAS, Megan Kimberly was born to Martha Lynn Carr in New York
City on February 19, 1962; after graduating from Evander Childs High
School in the Bronx, she earned her Bachelor's degree from John Jay
College of Criminal Justice; and

WHEREAS, After college, Megan Kimberly Carr-Wilks worked for a short
time at the Manhattan District Attorney's office before being accepted
into the New York City Police Academy; upon completion, she began her
distinguished 20-year career in law enforcement as a youth officer with
the 60th Precinct in Coney Island; later, she was promoted to detective
with the Special Victims Unit; and

WHEREAS, In 2001, Megan Kimberly Carr-Wilks proudly served as a
first responder during the September 11th terrorist attacks on the World
Trade Center; through her heroic actions, she demonstrated her character
and compassion for the welfare of others, personifying the collective
concern of public servants across the community of the State of New York
who respond when others are in need of help; and

WHEREAS, Megan Kimberly Carr-Wilks was a vital member of the NYPD
for more than 20 years before retiring in 2010; one year later, she
moved to Hudson, where she was employed as a Resource Officer for the
Hudson City School District; and

WHEREAS, In 2012, Megan Kimberly Carr-Wilks was diagnosed with
cancer due to the prolonged exposure to the contaminated air at Ground
Zero following the September 11, 2001 terrorist attacks; just like
everything she did, she handled her illness with grace and courage; and

WHEREAS, Megan Kimberly Carr-Wilks was a true New Yorker; she loved
her hometown, and was not afraid to voice her opinions; she enjoyed
traveling and appreciated the finer things in life; above all, she
cherished her family and friends; and

WHEREAS, Predeceased by her mother, Martha Lynn Carr, and two
brothers, Dwaine Carr and Drake "Tory" Carr, Megan Kimberly Carr-Wilks
is survived by her husband, Femord Wilks; two sons, Dorian (Opal) Carr
and Derrace Carr; two brothers, David Carr Sr. and Christian Carr; one
sister, Autuam Pia Carr; and eight grandchildren, Samiya, Megan, Dorian

Jr., Jihyra, Derrace, Pia, Nazir , and Zacharius, as well as a legion of
police officers and friends who will long cherish her memory; and

WHEREAS, A devoted mother, grandmother, and wife, respected as a
pillar of the community, Megan Kimberly Carr-Wilks' name is synonymous
with character, dignity, intellect, depth and humor, qualities evident
to her family and to all those who were fortunate enough to have known
her; she will be deeply missed and truly merits the grateful tribute of
this Legislative Body; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
celebrate the life of Megan Kimberly Carr-Wilks, courageous police
officer, distinguished citizen and devoted member of her community; and
be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Megan Kimberly Carr-Wilks.
