HONORING Angela O. Burton, Esq. upon the occasion
of her designation as recipient of the 2019 Special
Recognition Award by the New York State Bar
Association's Committee on Children and the Law

WHEREAS, It is the custom of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Angela O. Burton, Esq. upon the occasion of her designation as recipient
of the 2019 Special Recognition Award by the New York State Bar
Association's Committee on Children and the Law to be celebrated at its
Awards Reception and Ceremony on Wednesday, June 5, 2019, in the Great
Hall at State Bar Center in Albany, New York; and

WHEREAS, Angela O. Burton is receiving this prestigious award for
her steadfast and unremitting commitment to improving New York's child
welfare and juvenile justice systems; and

WHEREAS, A graduate of Cornell University's School of Industrial and
Labor Relations and New York University School of Law, Angela Olivia
Burton began her legal career with the New York State Court of Appeals
as a law clerk to The Honorable Fritz W. Alexander, II, followed by
several years as a litigation associate at the law firm of Debevoise and
Plimpton in New York City; and

WHEREAS, Angela O. Burton next held the title of Director of the
Children's Rights and Family Law Clinic at Syracuse University College
of Law and was a Lawyering Instructor at New York University School of
Law before serving as an Associate Professor at the City University of
New York (CUNY) School of Law; and

WHEREAS, Angela O. Burton then became the Director of Quality
Enhancement for Parental Representation at the New York State Office of
Indigent Legal Services, created in 2010, pursuant to Executive Law ยง832
"to monitor, study and make efforts to improve the quality" of indigent
legal services throughout the state; in 2018, she was appointed by Chief
Judge Janet DiFiore as Special Advisor to the New York State Unified
Court System's Commission on Parental Legal Representation; and

WHEREAS, A true asset to her profession, Angela O. Burton is a vital
member of the New York State Permanent Judicial Commission on Justice
for Children, the New York State OCA/OCFS Child Welfare Court
Improvement Project Statewide Multidisciplinary Workgroup, the New York
State Bar Association's Committee on Families and the Law, and the
Family Justice Initiative; and

WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our

attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Angela O. Burton, Esq. upon the occasion of her designation as
recipient of the 2019 Special Recognition Award by the New York State
Bar Association's Committee on Children and the Law; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Angela O. Burton, Esq.
