Capitol Confidential article - Ruben Diaz Sr to Cuomo: Implement ID program that helps immigrants

From the article:  “Because Governor Andrew Cuomo has been very eager to find ways to help improve the conditions of New York’s immigrants, I believe by implementing a similar ID Program throughout the entire State of New York would be a strong indication of how much he truly cares not only for our immigrant community, but for the whole New York State,” Diaz wrote in the latest edition of his “What You Should Know” email series.
