Gov. Andrew Cuomo on Tuesday night signed into law a bill giving state monitors the power to override of the East Ramapo school board, a measure pushed by public-school advocates who claim the district is failing its minority students.

Cuomo’s decision follows a years-long battle by civil rights groups and public-school advocates to correct an imbalance they say led to budgets that favor the needs of the district’s 30,000 private school students, most of whom attend yeshivas.
