Senate Approves Power Authority Trustee; Members To Key Athletic, Medical And Historical Preservation Boards

The New York State Senate confirmed seven appointees to key boards today, including a new trustee to the Power Authority of the State of New York, and members to the State Athletic Commission, Dormitory Authority, Correction Medical Review Board, State Board for Historic Preservation and Saratoga-District State Park, Recreation and Historic Preservation Commission.
 
Mark O’Luck (New York)
Trustee, Power Authority of the State of New York
Mr. O’Luck is the Founder and CEO of Spectrum Personal Communications Corp., a business consulting firm. Before going into his current business, he was a business and senior management consultant for several Fortune 500 companies and also served as an Adjunct Professor at New York University. An active member of his community, he has been Chairman of the Brooklyn Economic Development Corporation and Director of the Brooklyn Bureau of Community Service. He also served on the 2007 Spitzer/Paterson MWBE Transition Team Working Group. Mr. O’Luck is a graduate of Norfolk State University.
 
Melvina Lathan (Ardsley)
Commissioner & Chair, State Athletic Commission
Since 1991, Ms. Lathan has served as a Professional Boxing Judge and is the first African-American female licensed as such in New York State. Throughout her career, she has worked on more than 850 fights nationally and internationally, including 80 World Title contests in the U.S. She has been responsible for devising and conducting training seminars for judges for the New York State Athletic Commission, the Washington D.C. Boxing Commission, the International Boxing Federation and the World Boxing Organization. Ms. Lathan is the only female recipient of the “Rocky Marciano Officials Award” presented by the American Association for the Improvement of Boxing.
 
Tommaso Santino (Douglaston)
Commissioner, State Athletic Commission
For the past 16 years, Mr. Santino has served as Detective 1st Grade in the New York City Police Department as the head of the protective security detail for U.S. Senator Charles E. Schumer. He has been with the NYPD for more than two decades, including time with the Bias Investigation Unit where he investigated many of the most high profile bias crimes in New York City. Mr. Santino is a former professional boxer and has also received a Masters of Public Administration from Baruch College and B.S. from Empire State College.
 
Alfonso L. Carney, Jr. (New York)
Chair & Member, Dormitory Authority
Mr. Carney currently serves as Principal at the law firm Rockwood Partners, LLC. Prior to joining the firm, he acted as CEO and Corporate Secretary for the Goldman Sachs Foundation, and also spent more than a decades with Altria Group, Inc. as Vice President and Associate General Counsel. He has consistently worked as counsel to a variety of very successful businesses throughout his career, including Kraft Foods. Mr. Carney received his B.A. from Trinity College, where he is currently a Trustee, and his J.D. from the University of Virginia School of Law, where he also serves as a Trustee.
 
Scott S. Coyne, M.D. (Huntington)
Member, Correction Medical Review Board
For the past decade, Dr. Coyne has worked with the Catholic Services of Long Island as a Professional Radiology Consultant, and also serves as Chairman of the Department of Radiology at St. Catherine of Siena Medical Center. He is a Member of a long list of major committees at North Shore University Hospital at Glen Cove, including Medical Ethics and Hospital Medical Board. Dr. Coyne received his B.A. from Cathedral College of the Immaculate Conception and M.D. from SUNY Downstate Medical Center.
 
Robert B. MacKay, Ph.D. (Cold Springs Harbor)
Chair & Member, State Board for Historic Preservation
Since 1974, Mr. MacKay has served as Director, Society for the Prevention of Long Island Antiquities. In his current position, he is in charge of the administration of a regional history museum and preservation society, including overseeing the program areas of publishing, education, curatorial, public affairs and preservation advocacy. Mr. MacKay has already served a 15-year term as Chair of the New York State Board for Historic Preservation and this is a reappointment. He received his B.S. from Boston University, Ed.M. from Harvard University and Ph.D. from Boston University.
 
Barbara L. Glaser (Saratoga Springs)
Member, Saratoga-District State Park, Recreation and Historic Preservation Commission
Ms. Glaser is currently the President of Nordlys Foundation, a position she has held for the past 25 years, and also serves as President of Linell Lands, which is a conservation development program. She has been involved with environmental conservation and historic preservation throughout her career, as she was the Executive Director of Great Camp Sagamore for nearly a decade and co-owner of Great Camp Uncas. Ms. Glaser received her B.A. and M.A. from the University of Minnesota, and her Ed.D. from Columbia University.
