Senator Stewart-Cousins Announces Passage of Legislation Allowing Captain Lawrence Brewery Project to Move Forward

Albany, NY – Today, New York State Senator Andrea Stewart-Cousins announced that both the State Senate and Assembly passed legislation (S.6884-B), which she sponsored, that will allow for the redevelopment project at the Charles Point Marina in Peekskill, NY to move forward. Upon the Governor’s signature, the proprietors, Diamond Properties and Captain Lawrence, will now be exempt from the regulations dating back to prohibition under the state’s Alcoholic, Beverage and Control law that restricts ownership interests between alcohol manufacturers, wholesalers and retailers.
"Passing this legislation was an important effort to cut the century-old red tape and spur common sense economic development in Westchester,” said Senator Andrea Stewart-Cousins. “I look forward to the successful redevelopment at the Charles Point Marina and the revitalization it will help bring to the community."
The restrictions are referred to as the "tied house" laws. However, the law has been amended on occasion to create specific exemptions from these general prohibitions for specific parcels of land. The legislation will provide a carve out from the tied house laws for Diamond Properties and Captain Lawrence. Diamond Properties currently operates several restaurants with retail permits throughout Westchester county. Assemblywoman Sandy Galef sponsored the legislation in the Assembly.
