State officials have announced the start of the 76West Clean Energy competition, an effort established as part of the 2015-16 state budget to provide $20 million to attract clean-energy entrepreneurs to locate and create jobs wthin the 11-county Southern Tier region, which includes Chemung, Schuyler, Steuben and Tompkins counties within Senator O'Mara's 58th Senate District.
