Legislation to Protect the Hudson River and Riverfront Communities Passes Senate

The State Senate today passed legislation (S.5197B), co-sponsored by Senator George Amedore, to help protect the Hudson River and surrounding communities following a proposal by the United States Coast Guard to establish up to ten new anchorage sites along the Hudson River, between Kingston and Yonkers.
“The Hudson River plays an important role in commerce throughout New York State, but the proposed anchorage sites caused environmental concerns, safety issues, and threatened waterfront revitalization efforts in communities all along the river,” said Senator George Amedore. “This legislation ensures the protection of a vital natural resource, the safety of our residents, and the economic vitality of our waterfront communities.”
The bill adds a new section to the navigation law to provide that the Commissioner of the DEC work with the United States Coast Guard, the Board of Commissioners of Pilots, the Department of State and licensed Hudson River Pilots to establish guidelines for petroleum-bearing barges to enter and move upon the Hudson River. It also allows for the establishment of “tanker-avoidance zones” that take into account environmental concerns, quality of life issues, and impediments to economic development initiatives.
The bill was previously passed by the State Assembly. It will be sent to the Governor for his consideration.
