531B Directs the urban development corporation to conduct a study regarding the assistance needed to encourage women and minorities to pursue technology careers in science, technology, engineering and mathematics (STEM). AYE
1442B The bill would amend the Agriculture and Markets Law, the Racing, Pari-Mutuel Wagering and Breeding Law, and the Tax Law to prohibit the slaughter for human/animal consumption of racehorses, require microchipping of racehorses, and provide aftercare of racehorses, including support through tax checkoff box. AYE
1172B This bill includes in the patient's bill of rights information on the patient's right to receive all information necessary to give informed consent for any procedure or treatment; a right to be informed of the name, position and functions of hospital staff including medical students involved in the patient's care; and a right to be informed of any human research and to voluntarily provide written informed. AYE
1353A To require all state agencies administering housing programs or enforcing housing laws and all localities administering housing programs and receiving funds from the state for such activities to affirmatively further fair housing. This bill requires the Commissioner of the Division of Housing and Community Renewal to draft a report by October 30th of each year that will be available to the public. The report should include any significant initiative, policies, or programs designed to increase fair housing. It should also include any recommendations for furthering fair housing. AYE
1566A This bill would require banks to disclose what the negative consequences of establishing alternative payment schedules on a loan payment would have on customer bank scores. A PRINT makes technical amendments. NAY (Places undue bureaucratic work on the state chartered bank system and make it difficult for banks to operate in the state.)
1765A Requires legislative approval for the closure of certain office of mental health, office for people with developmental disabilities or office of children and family services facilities and institutions. AYE
2884A The bill amends sections 381 and 382 of Executive Law by requiring additional information for those individuals seeking permits or to purchase property held by a land bank or subsidized by public money to identify any outstanding violations and also increases minimum fines for failure to comply with an order of remedy. NAY (Penalty structure remains but has been reduced from original bill.)
2279 COSPONSOR Designates the state of New York a purple heart state. AYE
1788A Creates a veterans' mental health and suicide prevention task force to examine, evaluate and determine how to improve mental health and suicide prevention for our veterans. AYE
2585A Requires OCFS to provide information relating to post adoption services on its website in certain languages for those with limited English proficiency; requires authorized agencies to advise foster parents of the availability of such information in such languages. AYE
113A Directs the secretary of state to provide new businesses the following contact information, including the website address and telephone number of the following entities serving their region: 1) New York State Small Business Development Center 2) New York State Entrepreneurship Assistance Center 3) Empire State Development Corporation resources. AYE
841A The bill would amend Environmental Conservation Law (ECL) to require that aboveground petroleum storage tanks be painted either white or beige/cream as a way of reducing air pollution stemming from the tanks by 2024. AYE
4345A Authorizes summer camps to hire licensed social workers, physical therapists, psychologists, athletic trainers, mental health care professionals, occupational therapists and other licensed professionals to provide services. AYE
5066A This bill clarifies that providers may include actual or expected Federal aid related to COVID-19 as "approved net operating costs." This specifically relates to the Federal aid received through the PPP program. Providers saw fewer patients, but through PPP were able to maintain pre-pandemic staffing numbers. The necessary infusions of capital through PPP in order to maintain staffing levels will not be considered revenue to be taxed. AYE
70A Enacts the "hate crimes analysis and review act", specifying the collection and reporting of certain demographic data regarding the victims and alleged perpetrators of hate crimes. A PRINT adds gender identity or expression. AYE
1780C This bill would allow for the electronic notarization of official documents to take place digitally by means of video conferencing technology. Notary publics would have to register with the Secretary of State to be authorized to perform electronic notarizations. C PRINT - make technical changes. AYE
4670A Directs the commissioner of taxation and finance to include a space on the personal income tax return for taxpayers to check off if they wish to contribute to the state library aid program for financial support for public libraries. AYE
4777B Replaces certain instances of the word "mentally ill person" with "person with a mental illness" or "person with a mental disability". AYE
4851 Extends the authority of Erie County to market serial bonds at private sale through June 30, 2022. AYE
2091A COSPONSOR Relates to the issuance of a New York State Korean War Service Medal. AYE
2977A Directs the Division of Veterans' Services in cooperation with the Department of Health and other state agencies to require that all intake forms for admission or residency at any homeless shelter ask on such intake form "Have you ever served in the military?" It also directs such homeless shelters to advise such individuals answering yes that the division of Veterans Services and Local Veterans' service agencies provide assistance to veterans regarding benefits available under federal and state law. AYE
191 Authorizes credit unions to participate in the excelsior linked deposit program. The Excelsior Linked Deposit Program is a program that was created in 1993 whereby state businesses can obtain reduced-rate financing to make borrowing less expensive. NAY (Credit Unions cannot legally make business loans.)
5760A This bill creates a new kind of business disabilityrelated coverage to protect businesses, and individuals associated with such businesses, from catastrophic loss where the limits of a primary disability insurance policy in force may be inadequate to properly cover losses relative to a business' financial circumstances, or where no primary business-related disability insurance coverage can be obtained in the authorized insurer market by such business. AYE
2596 Relates to youth programs sponsored by fire departments; provides that participants may respond to an emergency or hazardous activity, but shall remain in a designated or marked off area that has been set up by the chief or officer in charge; provides such participant cannot respond to an emergency on a vehicle using lights and/or sirens; provides such participants may not enter a burning structure. AYE
2819A Prohibits the sale of whipped cream chargers to persons under the age of twenty-one. AYE
6070A Directs the department of financial services to conduct a study on the impacts of the coronavirus (COVID-19) pandemic on underbanked and underserved areas and small businesses and minority- and women-owned business enterprises getting loans. AYE
4818A Relates to the Uniondale public library district; amends certain dates and certain rights of the board to allow for additional time for the public to participate in the election process. A PRINT makes technical amendments. AYE
5753A Provides that no more than fifty percent of the total funds appropriated to a library system may be used to support the total costs for projects receiving state aid in excess of seventy-five percent of the total approved costs. AYE
4469 Establishes a curriculum and task force to provide housing navigation services for those with intellectual and developmental disabilities. AYE
5676 Directs the commissioner of health to do a comprehensive assessment of the existing methodology used to determine payment for early intervention screenings, evaluations, services and service coordination; directs recommendations on reimbursement methodology as well as needs under the program. AYE
5280 This bill provides for a continuation of senior citizen rent increase exemption benefits after a period of ineligibility due to a head of household's temporary increase in income. The temporary spike in income cannot exceed two years. AYE
6293A This legislation will change who will appoint the members of the developmental disabilities advisory council to include legislative appointments. NOTE - The Advisory Council originally had 33 members all appointed by the Governor, but this bill would lower the Governor's appointments to 17 while giving the Legislature 16. AYE (Minority conference appointments added.)
1033 Extends the authority of the City of Yonkers to issue bonds and notes through negotiated sale through June 30, 2022. AYE
4850 Facilitates the marketing of any issue of serial bonds or notes of the city of Buffalo issued on or before June 30, 2022. AYE
5261 This bill would amend the appropriate sections of the Business Corporation Law to allow for expanded ownership in Design Professional Corporations by employee stock ownership plans and non-licensed employees. AYE
3107B Designates a portion of the state highway system in the village of North Hills, town of North Hempstead, county of Nassau as the "Corporal Matthew A. Falcone Memorial Bridge". AYE
6426A Requires the service provider to successfully complete and submit to the Long Island power authority the results of an annual stress test of all systems that support outage and restoration management and communications; imposes a civil penalty of two hundred fifty thousand dollars for the failure to complete such stress test; makes related provisions. AYE
5128A Requires the New York state department of health to collect and report data concerning non-fatal overdoses. AYE
4598 Authorizes the Copiague Fire District to file an application for exemption from 2020-2021 real property taxes. AYE
6470 Relates to the purpose of the Cleveland Hill Fire Department #6 Volunteer Firemen's Benevolent Association and its use of foreign fire insurance premiums; changes name to Cleveland Hill Fire Department No. 6 Firefighter's Benevolent Association. AYE
659 Adds a new section 9-0508 to the environmental conservation law to allow the department to enter into agreements for the purpose of aiding in the siting and connectivity of renewable energy installations, as well as the transmission and distribution of electricity from those installations on state forest lands classified as reforestation lands. AYE
6526 Amends the definition of social adult day services to include community or home settings which are pursuant to a person-centered service plan. AYE
4243A Establishes the Long Island power plant tax assessment challenge reserve fund to reserve against, lessen or prevent increases in the school district's real property tax levy and/or tax rate resulting from decreases in revenue or taxes or a significant shift in tax liability due to a tax certiorari settlement or judgment; defines terms; makes related provisions. AYE
6499 The bill amends the provisions of the Estates Powers and Trusts Law to provide that the trustees of charitable trusts shall be compensated on the same basis as trustees of private trusts. AYE
6503 This bill would apply a rebuttable presumption extending the revocatory effect of divorce to relatives of a decedent's former spouse, unless there is substantial evidence to of contrary intent. NAY (Government intrusion.)
6142 Relates to the acquisition of lands previously comprising Pilgrim State Hospital by the Oak Brush Plain State Preserve, located on Long Island. AYE
5355A Provides for the licensing of genetic counselors; creates the state board for genetic counseling. AYE
6518 Grants access to patient or client records for the Board of Professional Medical Conduct for the purpose of investigation and prosecution of professional licensing and misconduct proceedings. AYE
6529 Prohibits discrimination, intimidation and retaliation against students of proprietary schools who file a written complaint or exercise their right of private action against a proprietary school. AYE
6110 Authorizes the establishment of comprehensive medication management protocols to the Public Health law. Said protocols would be between a physician and a qualified pharmacist (which is a pharmacist who maintains an unrestricted license, has two years of experience in patient care as a practicing pharmacist within the last five years and who demonstrates competency in the medication management of patients with chronic disease(s). AYE
5031 Directs the commissioner of parks, recreation and historic preservation to establish the state parks passport program allowing visitors to state parks and historic sites to log their visits to such sites in a passport book or electronic application. AYE
286A MYRIE Requires the board of elections to make available to the public upon request, electronic images of cast ballots from ballot scanners at an election, and requires these images to be available no later than one week after such election. NAY (Court of appeals has already ruled that ballots are FOIL-able two years after an election. This bill is an end run around that decision.)
3503C Authorizes the department of health to establish the New York state rural ambulance services task force; requires such task force to conduct a study on the unique challenges faced by New York state ambulance services in rural areas. AYE
6465A Provides that a credit for fees charged for temporary permits or licenses issued for the sale of alcoholic beverages for the 2020 New York state fair will be applied to permits and licenses through the 2021 New York state fair at no additional cost or late fee to the licensee. AYE
6588A Authorizes the dormitory authority to provide financing to the Masonic Medical Research Laboratory for the purpose of conducting scientific research or conducting testing for public health in the city of Utica. AYE
4455A This legislation establishes minimum standards for allocations of stipulations involving unrepresented litigants in housing court proceedings to ensure that all litigants understand the proceedings in which they are involved, any defenses they may have, and the consequences of stipulations. The legislation also adds compliance with these minimum standard for allocutions of stipulations involving unrepresented litigants as a requirement for reappointment of Housing Court judges. NAY (Tenant choice to represent themselves.)
5377 Relates to special proceedings to convey title to abandoned real property to cities, towns or villages. AYE
6587 Extends the electronic open auction bond sale pilot program two additional years, authorizing municipalities to conduct open auction public bond sales operated through nationally recognized electronic securities bidding services, approved by DFS through an application process, for use by municipalities. AYE
5933A This study bill directs the department of Labor to study the employment rate of transgender persons in NYS and issue a report to the Governor and legislative leaders within one year of the effective date. NAY (Not necessary. Polticial in nature and one-house bill. Diversity workers study bill (S.4746) will address this issue.)
1488 To direct the Division of Criminal Justice Services to provide criminal background checks to not-for-profit mentoring programs free of charge. AYE
6287A Establishes "Elizabeth's law"; requires child care providers to be trained on the impacts and dangers of congenital cytomegalovirus infection and the treatments and methods of prevention of cytomegalovirus infection; requires distribution of materials relating to cytomegalovirus by certain physicians. AYE
4807A COSPONSOR Authorizes pharmacists to provide immunizations which are recommended by centers for disease control and prevention to patients eighteen years or older. AYE
6540 Relates to residency requirements for certain peace officers in Monroe county; allows peace officers residing in counties adjacent to Monroe county to be appointed as peace officers for the Monroe county society for the prevention of cruelty to animals. AYE
4899 This bill would extend, Statewide, the suspension or demotion provisions to the non-competitive and labor classifications in the event of consolidation or abolishing of positions. Additionally it repeals section 80- a of the Civil Service Law which includes provisions related to the suspension or demotion upon the abolition or reduction of non-competitive class positions in the State service. AYE
6276A Requires the president of the civil service commission to conduct a study on the employment of persons and veterans with disabilities by the state and make recommendations as to whether the state needs to hire more persons and veterans with disabilities to fill the positions created by sections 55-b and 55-c of the civil service law. AYE
6513 Authorizes the New York state teachers' retirement system to accept alternate methods of postal mail for submittal of forms and applications. AYE
6521 Authorizes the use of electronic signatures on funeral and cemetery services documents. AYE
5762 Eliminate the requirement for independent insurance adjusters to produce five character witnesses when applying for a license. AYE
2877 Establishes a Latina suicide prevention task force; provides for the number of members, manner of appointment and the topics to be reviewed. AYE
5938 Establishes a regional or county-based peer support services program for transgender and non-binary individuals that provides support services including but not limited to, peer counseling for mental illness including alcohol and substance abuse counseling, family support services, domestic violence, mental health and physical health. AYE
1690 Allows meetings of members of a rural electric cooperative to be held partially or solely by means of electronic communication. AYE
6021B This bill would amend section 1903 of the real property tax law, to limit the amount of a property tax shift between classes of properties caused by large fluctuations in property values for the 2021 and 2022 assessment rolls for localities in Nassau County. AYE
6058 Deems an application filed with the New York state and local police and fire retirement system by the widow of Stephen L. Raymond as timely filed. AYE
6528 Establishes an elder abuse enhanced multidisciplinary team program under the office for the aging consisting of professionals for complex cases of elder abuse, including financial exploitation, physical abuse, psychological abuse, sexual abuse, and neglect. AYE
6714 Removes the requirement that imported milk must be permitted by the Agency and allows the Agency to advance 50% of a dairy farmers claim for unpaid milk if the defaulting dealer has secured its milk purchases by providing alternative security. AYE
4625A Enacts the metropolitan transportation authority open data act; establishes requirements for the reporting of data based on ridership, routes, and services. AYE
6221 Designates a portion of the state highway system in the hamlet of New City, town of Clarkstown, county of Rockland, as the "Rockland County Clerk Paul Piperato Memorial Highway". AYE
6390 Prohibits coupled entries on any horse trained or ridden by a jockey's immediate family member with any horse ridden by such jockey. The Racetrack operator would take such actions necessary to adequately inform the public with regard to any relationship between the jockey or trainer. AYE
293 Provides tax credits to qualified historic homes that are located in cities with a population greater than one million within a "Qualified Census Tract", defined as any census tract (or equivalent geographic area defined by the Census Bureau) in which at least 50% of households have an income less than 60% of the Area Median Gross Income (AMGI). AYE
1761C Amends the city of Rochester and the board of education of the city school district of the city of Rochester school facilities modernization program act by granting further authority to the RJSCB to modernize educational facilities in the city of Rochester. AYE
2789 Adds to the definition of a victim of a sexual offense by including a victim of unlawful dissemination or publication of an intimate image. This bill allows for the expansion of the Address Confidentiality Program to include victims of the revenge porn law. AYE
5556 Authorizes the town of East Hampton to adopt a local law establishing an administrative adjudication hearing procedure for all code and ordinance violations relating to conditions which constitute a threat or danger to the public health, safety or welfare. AYE
5603A Allows for building projects of the third phase of the Syracuse Cooperative School Reconstruction Act. AYE
6054 Extends the time period for the conveyance of lands for the establishment of the Gateway National Recreation Area until June 30, 2023. AYE
6336 Grants Blake Russell additional service credit with the New York state and local police and fire retirement system. AYE
6483 This bill provides a 3% increase to the special accidental death benefit that is paid to survivors of police officer, firefighters, and certain other employees who are killed in the line of duty. AYE
6487 This bill would extend for one year the authorization for the city of New York to offer a tax exemption to multiple dwellings for improvements made to such dwellings under the J51 program. AYE
6619A Delays reductions in the ordinary death benefit payable to members of the New York State and Local Retirement and the New York State and Local Police and Fire Retirement System to ensure that no reduction before a member becomes retirement eligible for an unreduced retirement from age 61 to 62 for members in Tiers 1-5 and 63 for members in Tier 6. AYE
6686 Extends the effectiveness of certain provisions relating to authorizing contracts for the provision of special education and related services for certain patients hospitalized in hospitals operated by the office of mental health. AYE
6703 Exempts the East Amherst Fire Department, Inc. from the requirement that the percentage of non-resident fire department members not exceed forty-five percent of the membership. AYE
6767 Relates to disclosure requirements for nursing homes as well as the requirements for incorporation of nursing homes and residential health care facilities. AYE
779 Extends the effectiveness of the upstate flood mitigation task force until July 1, 2023. AYE
6783 Relates to mandatory continuing education for architects; removes exemption from mandatory continuing education requirements for the triennial registration period when an architect is first licensed; allows no more than six continuing education hours taken during one triennium may be transferred to a subsequent triennium; makes related provisions. AYE
6818 Extends authorization for certain health care professionals licensed to practice in other jurisdictions to practice in this state in connection with an event sanctioned by New York Road Runners. AYE
6826 Provides a three-year extender authorizing, The Conservationist to conduct sweepstakes to win a subscription. AYE
6832 This bill would extend until from June 21, 2021 to June 21, 2023 the ability of Vernon Downs to use, for operating purposes, a portion of their revenue earmarked for Capital Expenses and up to 75 percent of the 10 percent of revenue retained by the Gaming Commission for administrative expenses. AYE
6896 Extends certain provisions relating to expanding the child health insurance plan from 2021 until 2023. AYE
6917 Amends the private housing finance law to allow the New York City Housing Development Corporation ("HDC") to increase the maximum aggregate principal amount of its outstanding notes and bonds from $15.5 billion to $17 billion. AYE
6951 This bill extends the ability of the New York City Housing Development Corporation ("HDC") to assist in the financing of newly-constructed and rehabilitated low- and moderate-income housing from July 23, 2021 until July 23 2023. AYE
6975 This bill extends until July 23, 2023 the program authorities and bond issuing authority of HFA, SONYMA and HDC, and also extends certain programmatic authorities of SONYMA's Mortgage Insurance Fund. AYE
7007 Allows persons applying for or receiving public assistance to be interviewed by phone or other digital means. NAY (Removes authority of county social service agencies to opted in.)
7008 This bill requires the OCFS to provide upon request all application and forms necessary to become a licensed day care provider in English, French, Polish OR the ten most common nonEnglish languages spoken by individuals with limitedEnglish proficiency. Extends effective date to 90 days. AYE
655 Creates a program to assist lake associations with water quality improvement. AYE
1811 Authorizes the town of Blooming Grove to establish community preservation funds; establishes a real estate transfer tax with revenues therefrom to be deposited in said community preservation fund. NAY (New tax.)
4317A Designates a portion of the state highway system as the "CPL William James Hillard II Memorial Bridge". AYE
4438 Authorizes retired firefighters to be employed as fire science instructors by career and technical education centers without a reduction of their retirement benefits. AYE
4453 The bill would amend Environmental Conservation Law to repeal a prohibition on hunting in the Alcove Reservoir in Coeymans, NY. AYE
4613 This bill increases the limitation on highway expenses in the town of Smithtown from $800,000 to $1.2 million. AYE
4746 Directs the president of the state civil service commission to publish reports annually relating to diversity within state government. AYE
4915 Changes the official name of the Staten Island Expressway to the "POW-MIA Memorial Highway". AYE
5694 Adds wildlife management units 3H and 3K to the yearling buck protection program. AYE
6884 Extends until 2024, the authority of DEC to adopt regulations for the administration of the muzzle-loading big game season in the Northern Zone. AYE
7016 Extends provisions relating to the enforcement of child support obligations through the suspension of driving privileges for two years until August 31, 2023. AYE
7038 The bill would extend for three years, from December 31, 2021 to December 31, 2024, the ability of DEC to adopt Federal regulations for setting seasons and bag limits for migratory game birds. AYE
