
Senator Webb Champions Local Infrastructure Funding in State Budget Proposal

(Binghamton, NY) Today, State Senator Lea Webb announced that the Senate Majority’s budget makes critical investments in roads, bridges, and public transit while ensuring equity in transportation funding and prioritizing safety improvements.
Said State Senator Lea Webb, “As Washington pushes harmful cuts to programs and services that our communities rely on, my priority is delivering funding and resources home to the Southern Tier. Our Senate one-house budget proposal makes critical investments in infrastructure and our local governments, which are key to economic growth and community well-being. I am fighting to strengthen local infrastructure, expand transit access, and enhance mobility for all New Yorkers.”
Webb touted the following highlights from the Senate’s budget proposal:
- The Senate proposal includes a second-year increase to Aid and Incentives for Municipalities (AIM) funding and makes a $250,000 commitment to establish a New York State AIM Redesign Task Force, which would modernize the AIM formula and index it to inflation.
- The Senate’s budget makes huge investments in clean water:
- Adds $100 million for lead pipe replacement
- Adds $100 million for the Safe Water Infrastructure Action Program (SWAP)
- Allocates $15 million reimbursement for PFAS Treatment Systems for Private Wells
- Increased roads and public transportation funding:
- Senate increases the Consolidated Highway CHIPS by $125 million, for a total of $723.1 million.
- The Senate adds $82 million in additional support for STOA funding to non-MTA transit systems to provide a 15% increase, for a total of $5.2 billion.
- The Senate increases BRIDGE NY by $25 million, for a total of $225 million.
- The Senate increases PAVE NY by $25 million, for a total of $175 million.
- The Senate increases State Touring Routes by $30 million, for a total of $170 million.
- The Senate increases Extreme Winter Recovery by $25 million, for a total of $125 million.
The Senate Majority’s budget fully funds essential programs while maintaining fiscal responsibility, ensuring that New York is prepared for economic challenges ahead. With the passage of the Senate’s One-House Budget Resolution, negotiations will continue with the Assembly and Governor to finalize the 2025-26 Enacted Budget. The Senate remains committed to putting people first and ensuring a budget that reflects the values of all New Yorkers.
