S761 CHAPTER AMENDMENT - Creates a Down syndrome awareness program to provide up-to-date and evidence based information on Down syndrome to health care providers who order tests for a pregnant woman or infants to screen for Down syndrome.  AYE

S783 CHAPTER AMENDMENT - Amends the general municipal law by adding a new article 13-e entitled "municipal websites". The legislation will require municipalities to maintain a website that is accessible to the public and provides important information to residents.  NAY (Unfunded mandated. Cost to implement.)

S786 CHAPTER AMENDMENT - This bill requires the Department of Health, within the health care and wellness education and outreach program, to develop and conduct a program concerning drug-induced movement disorders. AYE

S789 OCA DEPARTMENTAL (CHAPTER AMENDMENT) - This bill would amend the Family Court Act concerning notices provided to respondents in child abuse and neglect proceedings in family court. The proposed changes would include clarifications regarding the duration and handling of reports made to the state central register of child abuse and maltreatment. AYE

S801 CHAPTER AMENDMENT - Amends section 378 of the executive law by adding subdivision 17-a. Standards require that new construction with dedicated off-street parking involving a garage, driveway, parking lot or other off-street parking have electric vehicle charging stations or electric vehicle ready parking spaces. NAY (Cost prohibitive.)

S805 CHAPTER AMENDMENT - Directs the superintendent of state police to develop and institute child-sensitive arrest policies and procedures for instances where police are arresting an individual who is a parent, guardian or other person legally charged with the care or custody of a child.  AYE

S819 CHAPTER AMENDMENT - This bill makes numerous changes to the laws governing surrogacy and surrogacy agreements in New York. Makes various technical changes to the underlying bill generally clarifying provisions which provide protections for the surrogate in the law.  AYE

S822 CHAPTER AMENDMENT - Enacts the legislative oversight of automated decision-making in government act (LOADinG Act) to regulate the use of automated decision-making systems and artificial intelligence techniques by state agencies.  AYE

S823 CHAPTER AMENDMENT - This bill would amend the Labor Law by adding a new article 36 entitled New York State Fashion Workers Protection Act which would provide for the registration and duties of model management companies and creative management companies and provide complaint procedures and penalties for violations. AYE

S762A CHAPTER AMENDMENT - This amendment revises the underlying chapter on quality improvement and consumer transparency in assisted living facilities by extending the deadlines for several key reporting requirements: the due date for the first annual report on quality measures, the deadline for assisted living facilities to submit information on rates, rent ranges, admission agreements, and a summary of service fees to the Department of Health (DOH), and the timeline for publishing the assisted living quality reporting results on the DOB's website.  AYE

S2668 CHAPTER AMENDMENT - Requires micromobility devices, mopeds, and bicycles with electric assist to have a red tag attached to the charging cord which states to unplug when not in use.  AYE

S2669 CHAPTER AMENDMENT - Adds to the Department’s health care and wellness education and outreach program (aimed at consumers, patients, educators, and health care providers) information related to Alzheimer’s disease and other related dementias; including identification of dementia in health care facilities, community support services, respite and care management. AYE

S788 CHAPTER AMENDMENT - Corrects an outdated reference under the Mental Hygiene Law, governing appointment of guardians. NAY (Fails to define "personal contact." The primary concern is that it may allow personal contact that could facilitate the concealed transmission of contraband.)

S2670 CHAPTER AMENDMENT - Prohibits mortgagees from requiring mortgagors of certain residential real property to purchase flood insurance exceeding a coverage amount that exceeds the balance as of the beginning of the year for which the policy shall be in effect, or that includes coverage for contents. AYE

S2671 CHAPTER AMENDMENT - Directs that state agencies require that procurement of personal computing goods, services and solutions meet the National Institute of Standards and Technology (NIST) Cybersecurity Framework. Amends the requirements for end point device procurement to ensure that their procurement is consistent with relevant National Institute of Standards and Technology (NISI standards or guidance.  AYE

S2672 CHAPTER AMENDMENT - Requires automobile brokers to maintain a place of business; requires certain notices and recordkeeping; makes related provisions. NAY 

S2673 CHAPTER AMENDMENT - Requires that websites providing incarcerated individual information be searchable by the incarcerated individual's name, former name or alias. The amendment clarifies that DOCCS need only include former legal names or known aliases where they already have such information in records that they obtain in the normal course of business. AYE

S2674 CHAPTER AMENDMENT - Allows a judge, for good cause, to issue a protective order, prohibiting the release of the names and addresses of any prospective or sworn juror to anyone other than counsel for a party to the action. AYE

S2675 CHAPTER AMENDMENT - Requires hospitals to ask patients if they have a disability that requires accommodation under The Americans with Disabilities Act on patient intake forms and what reasonable accommodations are required. AYE

S2676 CHAPTER AMENDMENT - Requires a utilization review agent to follow certain rules when establishing a step therapy protocol; requires that the protocol accepts any attestation submitted by the insured's health care professional stating that a required drug has failed as prima facie evidence that the required drug has failed.  AYE

S27 Expands tuition assistance program awards for students experiencing homelessness. The bill expands the calculation of awards to include those students who do not have an exclusion of parental income but who are homeless or deemed homeless under the federal McKinney-Vento Homeless Assistance Act.  AYE

S78 Requires colleges, universities, professional, proprietary and graduate schools to provide written notice to all students of the institution's tuition liability policy.  AYE

S3738 Requires the higher education services corporation to make a determination of financial eligibility of a student for financial aid, awards and loans within 60 days from the day of the receipt of the financial aid application; where the higher education services corporation fails to make a timely determination the applicant shall be deemed eligible for such aid for the semester for which the application was made; allows for a 30-day extension if notice is given to the educational institution within the initial 60-day period.  AYE

S3779 This bill increases the maximum time limits for tuition assistance program (TAP) awards by an additional, aggregate 2 years than what is currently allowed by law. AYE

S3810 This bill creates TAP awards at the graduate level. Graduate students will be eligible for TAP awards for a maximum of 2 years of post-baccalaureate study. Graduate students with an income of up to $80,000 will be eligible to receive a TAP award. The minimum award for eligible students is $1,000. The award shall not exceed the actual cost of tuition. AYE

S806 CHAPTER AMENDMENT - This legislation will prevent service provided to individuals pursuant to the nursing home transition and diversion (NHTD) and traumatic brain injury (TBI) program waivers from the Medicaid managed care program. AYE (Keeping such TBI/NHTD Medicaid waivers is warranted as no cost savings will be realized by the move to managed care and the unique needs of this vulnerable population are better served under the current model.)

S813 CHAPTER AMENDMENT - Requires the department of health to convene a maternal health care and birthing standards workgroup to study, evaluate and make recommendations related to the development of maternal health care and birthing standards to ensure that patients receive the highest quality of care.  AYE

S818 CHAPTER AMENDMENT - Authorizes the cannabis control board to issue a cannabis event permit to certain licensees authorized to conduct retail sales of adult-use cannabis and cannabis products. NAY

S2677 CHAPTER AMENDMENT - This bill would amend both the General Municipal Law and the Public Authorities Law to allow for the consideration of the inclusion of onsite child daycare facilities, by a project, when evaluating Payment in lieu of taxes (PILOT) projects for the purpose of increasing the number of businesses with childcare options for their employees. AYE

S2678 CHAPTER AMENDMENT - Requires maintained records for certain children to include whether they have a developmental disability; requires a study of the number of children in foster care who have a developmental disability.  AYE

S2679 CHAPTER AMENDMENT - This bill expands what records utility corporations must provide to the PSC in customer disputes, prohibits a utility from closing a call center in New York state without permission from the PSC, and establishes a penalties for failure to comply with these provisions.  AYE

S2680 CHAPTER AMENDMENT - Directs the superintendent of financial services to create a private education debt registry which shall contain information and documentation relating to loans issued by creditors including interest rates and copies of the notes and instruments used by such creditors for education loans. NAY

S519 Establishes the underrepresented teachers of tomorrow teacher recruitment and retention program to attract and retain underrepresented certified teachers in schools which have an underrepresentation of underrepresented certified teachers; provides for grants and procedures for applying for such grants and eligibility requirements for fund distribution. AYE

S2126 This bill would require SED to annually convene a Statewide convention of underrepresented educators to discuss experiences, best practices, and afford for networking, mentorship opportunities, and support.  AYE

S2505 Bill establishing educator diversity task force to conduct a comprehensive study on the diversity of educators in NYS and how to improve the same. AYE

S2657 Establishes the bilingual teachers of tomorrow teacher recruitment and retention program to attract and retain bilingual, certified teachers in schools with a bilingual teacher shortage; provides for grants and procedures for applying for such grants and eligibility requirements for fund distribution. AYE

S3161 Bill to amend the Arts and Cultural Affairs Law to move the Amistad Commission, which reviews education to propose improvements in teaching about slavery in United States and the Slave Trade, from the control of the Dept of State to the Dept of Education. Dept of State will still be involved, but not in direct control. AYE
