S1438A This bill enacts the New York state abortion clinical training program act. It establishes the New York state abortion clinical training program within the department of health for the purpose of training health care practitioners in the performance of abortion and related reproductive health care services; requires the commissioner of health to submit a report to the governor and the Senate Majority Leader and Assembly Speaker. NAY
S1187 Permits local sanitation departments install and use security cameras in order to help enforcement officers identify and fine individuals who have engaged in illegal dumping. AYE
S1704 Expands the options for shell color and roof color of petroleum bulk storage tanks to either white or beige/cream or which limits volatile emissions to the same or to a greater extent as a shell color and roof color of white or beige/cream as determined by the department of environmental conservation. AYE
S1619 COSPONSOR This bill amends a provision of the Education law governing the authority of licensed pharmacists to administer the Covid-19 and influenza tests by expanding the permitted authority of licensed pharmacists to perform tests specifically for RSV, Strep Infection, Hepatitis C, HIV and blood sugar levels. AYE
S123 This bill would ban the sale of infant walkers after the effective date of this bill and only allow their use in a child care facility if a medical professional has determined that the use of an infant walker is medically necessary for the child. NAY
S2447 This bill would add a new section to the Executive Law that states "Notwithstanding any federal or local statute to the contrary, a person or persons bringing intentional discrimination or retaliation claims under this article shall be required to prove that an unlawful motivation was a motivating factor and not "the sole motivating factor" or a "but-for cause" of the challenged treatment." AYE
S1048 This bill would require public agencies that issue occupational licenses to establish a process for prospective license applicants with criminal histories to file a pre-application to find out if their criminal history would render them ineligible for such license. NAY (Could be burdensome on public agencies.)
S2040 This bill would require licensed money transmitters to clearly and prominently warn their customers that are requesting the transmissions prior to completing such transmission of funds, regarding the dangers of consumer fraud. NAY (Unnecessary and a burdensome statutory requirement.)
S923 Changes party enrollment of voters where the enrolled party contained the word "Independence" or "Independent" to not being enrolled in any party. NAY (Voter should be able to make decision.)
S934 Requires the owner, licensee or operator of a generative artificial intelligence system to conspicuously display a warning on the system's user interface that is reasonably calculated to consistently apprise the user that the outputs of the generative artificial intelligence system may be inaccurate and/or inappropriate. AYE
S916 Raises the minimum fee for temporary interpreters from $25 to $110; requires that town and village courts share in the compensation of such temporary interpreters. AYE
S1142 Amends the Civil Practice Laws and Rules (CPLR) to extend the statute of limitations (SOL) from three to six years for individuals to file cases based on unlawful discriminatory practice in employment pursuant to the Human Rights Law. AYE
S2422 This bill repeals ยง470 of the judiciary law which allows an attorney (admitted to practice in New York) who is a resident of another state to practice in New York, provided such attorney maintains a law office in New York. AYE
S4587 CHAPTER AMENDMENT - Provides the prescription label for mifepristone or misoprostol may include the address of the dispensing health care practice and shall include the address of the prescribing health care practice at the prescriber's request; provides that a health care prescriber shall inform a patient if such prescriber has included or has requested to include the name or address of the prescribing health care practice instead of the name of such prescriber on the prescription label when prescribing mifepristone or misoprostol. NAY
S1328 Establishes that each utility shall submit a report on its total customer in arrears to the Public Service Commission. Provides that the commission shall require assistance programs related to the payback of customer arrears shall be either 24 or 36 month payment plans. AYE
S1848 Requires utilities to notify property owners prior to beginning any non-emergency construction or other work that may interfere with a property owner's ability to use, or access such owner's property; requires notice to include, but not limited to, a description of the work to be performed, the expected duration of such work, the location of such work, any road closures or detours that may occur due to such work, any action that may directly and materially impact the use of such property, and the contact information for the utility performing such work; provides notice may include electronic communications, signage, and written materials; exempts cases where a natural or man-made disaster or state of emergency occurs. AYE
S240 Amends the Emergency Tenant Protection Act of 1974, adding a new section 5-b, requiring that a Rent Stabilized unit be occupied as a primary residence by a natural person. If the tenant is a corporate or other entity, the occupant must be a natural person who is a current or retired employee of the entity. Establishes civil penalties and prohibits a landlord from knowingly renting a rent regulated unit to a person or entity that is not using the accommodation as a primary residence. AYE
S1202 Establishes the interagency elder justice task force consisting of representatives of state agencies whose work involves elder justice to create greater collaboration and develop overarching strategies, systems, and programs with a goal of protecting older adults from abuse and mistreatment. AYE
S2091 Establishes standards for the reuse of deconstructed building materials; requires the uniform building code to set standards for the use of solid-sawn lumber in construction and for the grading of used solid-sawn lumber; requires the secretary of state to develop a program for grading reclaimed wood for structural purposes. AYE
S365 Amends the alcoholic beverage control law to allow brewery supply stores to sell NYS labelled beer for off premises consumption. AYE
S496 Amends the labor law to require employers to inform employees signing non-disclosure agreements that they retain the right to report to law enforcement, the equal employment opportunity commission, the division of human rights, a local human rights commission or an attorney retained by the employee. AYE
S1786 Requires NYS DOH, in concert with the tick-borne disease institute and NYS DEC to publish a report on its website of information related to the incidence of tickborne illnesses. AYE
S1377 Creates a legislative task force on outdoor environmental education and recreation that will benefit residents of New York state by fostering stewardship and conservation of the environment, and an appreciation of the importance of the wise use of natural resources as well as acknowledgment of the health benefits of time spent in nature. AYE
S1842 This bill would allow poll clerks to work split shifts. Under current law, a poll clerk must work an entire 16 hour election day, from 6AM to 9PM. AYE
S2255 Directs the Metropolitan Transportation Authority to promulgate regulations requiring that all application and maintenance of paint and coatings on bridges, trestles, elevated subway tracks, elevated subway stations, elevated railway tracks and elevated railway stations by non-employees have a quality management program and meet applicable industry standards of the Society for Protective Coatings Painting Contractor Certification Program. AYE
S5326 Amends section 4326 of the insurance law to expand its applicability to qualifying small dental employers, defined as a dental practice with fifty or fewer employees that employs at least two dental hygienists and where each and every dentist in the practice provides at least ten dental office visits per month to patients receiving medical assistance coverage. AYE
S2067 Establishes the veteran career assistance program within the SUNY and CUNY systems to provide veterans with assistance in resume writing and employment placement services. AYE
S2050 Increases the term of office of an election commissioner from two to four years beginning January first of each odd numbered year, making the terms of elections commissioner uniform across the state. AYE
S1194A Requires gas and electric corporations to provide forty-five days' notice to customers whenever there is a service rate or charge increase. AYE
S4850 Provides that individuals may receive breast cancer screenings under an insurance plan when such individual has a second degree relative with a prior history of breast cancer. AYE
S4907 Requires OPWDD to create a staffing plan for workforce emergencies when experiencing staffing shortages, which would be triggered if the staff vacancy rate is lower than 90%. AYE
S257 Authorizes a study on lithium-ion battery fires and prevention to review the severity of lithium-ion battery fires, including what specific components of the battery causes severe fires; examine the effectiveness of lithium fireproof blankets on such fires; examine the current measures of safety implemented by fire departments across New York in relation to lithium-ion battery fires; requires a report to the governor and the legislature; makes related provisions. AYE
S381 Requires the department, in consultation with OMH and the Division of Human Rights, to create (in English and twelve most common non-English languages spoken by individuals in the State) and distribute materials regarding mental health services and resources available to employees. Further requires every employer in the State to post such materials in an accessible place and in a visually conspicuous manner. NAY (Another mandate on businesses)
S1075 Creates a temporary state commission to study and make recommendations concerning the incidence of asthma in the borough of the Bronx in New York city. AYE
S5397 Relates to certificates of honorable separation from or service in the armed forces of the United States; provides that such certificates shall be forwarded to the appropriate local veterans' service agency within 60 days of receipt. AYE
