12 death of Arthur Aldrich, founder of Community
13 Media newspapers, distinguished citizen and
14 devoted member of his community.

17 SENATOR REICHLIN-MELNICK: Thank
18 you very much, Madam President.
19 I rise in support of this resolution
20 because there are certain outstanding people in
21 our communities who, through their commitment and
22 through their dedication, have served to better
23 the quality of life in our community and in our
24 state and have had a profoundly positive impact
25 on the lives of residents.

1 Arthur Aldrich was one such man. He
2 passed away on April 12, 2021, at the age of 83.
3 Art began his first job in
4 journalism at just 11 years old, and he went on
5 to become the founder of the Community Media
6 newspaper group, which served various Rockland
7 County and Bergen County, New Jersey, communities
8 over his career of almost 70 years, including
9 founding the popular Our Town weekly newspaper,
10 which was founded in 1973 and which he published
11 for nearly four decades. He also hosted a weekly
12 radio show on Rockland Radio WRCR AM 1700.
13 Art had an amazing reputation as a
14 fair and even-minded and -- the rarest of
15 creatures in this day and age -- a nonpartisan
16 participant in our public and civic life. His
17 newspaper was read by Republicans, Democrats and
18 independents, and everybody looked to it for the
19 unbiased, impartial take on what was going on in
20 our community.
21 I actually had the experience of
22 dealing with him 10 years ago when I ran for a
23 town council seat in my hometown of Orangetown,
24 and Our Town, with Art Aldrich as the moderator,
25 hosted the town council debate, as they did every

1 year.
2 And most local journalists might
3 start off a debate with a softball question for
4 candidates: Why are you running? What do you
5 hope to accomplish? Art dived right into all of
6 us and said: What's your stance on project labor
7 agreements?
8 And this was a very tough question.
9 At that point I was only 27 years old. I think I
10 gave an all right answer; I think so did some of
11 the other candidates. I don't remember the rest
12 of the debate, to be honest, but I do remember
13 that.
14 And I do remember that ultimately he
15 and the newspaper endorsed my two Republican
16 opponents. But that's okay, because the way he
17 worded this endorsement, he made people
18 believe -- he almost made me believe -- it was
19 the right call to make. And that is the kind of
20 man that he was.
21 His loss will be deeply felt in our
22 communities, and I am proud to support this
23 resolution, Madam President.

16 Paul Piperato, renowned Rockland County Clerk,
17 distinguished citizen and devoted member of his
18 community.
19 ACTING PRESIDENT PERSAUD: Senator

21 SENATOR REICHLIN-MELNICK: Thank
22 you so much, Madam President.
23 I rise in support of this resolution
24 honoring the late County Clerk in Rockland
25 County, Paul Piperato. Paul passed away suddenly

1 in his sleep on May 6, 2020, at the age of only
2 61 years old.
3 He was the absolute epitome of a
4 public servant in our communities. He was a
5 friend; I've known him for years. He knew
6 everybody. He leaves a remarkable legacy of
7 service. He'd entered the county government more
8 than 25 years ago -- more than 30 years ago, in
9 1988, as a budget examiner in the Rockland County
10 Finance Department. He served as Rockland's
11 deputy county clerk for 16 years as well as
12 serving two terms as councilman in the Town of
13 Haverstraw, from 1997 to 2005.
14 In 2005 he was elected as Rockland
15 County Clerk, and he had served with distinction
16 ever since. He was still serving in his fourth
17 term when he passed last year.
18 He had renown among his peers. He
19 was widely recognized as an innovative and
20 energetic public servant. And he was
21 instrumental in the creation of the Rockland
22 County Clerk's website, offering 24/7 online
23 access to records; the mobile passport service;
24 and was one of the first counties in New York to
25 offer e-filing and e-recording of records.

1 He established the Return the Favor
2 Veteran Discount Program, which has since been
3 replicated in 52 counties across the state, and
4 served as the president of the New York State
5 Association of County Clerks.
6 Paul put his heart into being active
7 and involved in community organizations. He
8 served on the Hometown Heroes Committee for the
9 Jawonio Capital Campaign. He was on the board of
10 the Arc Foundation of Rockland, the YMCA of
11 Rockland, and the Rockland Organ Donation
12 Alliance. He was involved in the Make-A-Wish
13 Foundation, People to People, the Haverstraw
14 Elks, the Haverstraw Chamber of Commerce, the
15 Sons of Italy, and the NAACP in addition to
16 coaching soccer and softball and staying involved
17 in the Haverstraw Police Athletic League.
18 He was renowned for the
19 naturalization ceremonies which the county
20 clerk's office conducted every other month in
21 Rockland, turning what could be a bureaucratic
22 procedure into a celebration, and a joyous one,
23 for the new citizens of this great country and
24 this great state.
25 He would bring in people to sing,

1 people to engage the audience, to talk about the
2 patriotic responsibilities which they would now
3 take up as citizens. And people would be
4 cheering and joyful at this amazing opportunity.
5 I had the privilege of being able to participate
6 in some of these ceremonies, and seeing the looks
7 on these new citizens' faces as he swore them in
8 was something truly remarkable.
9 He was a mentor. When I first
10 started out as a junior staffer for our former
11 Congressman Eliot Engel 12 years ago, Paul was
12 one of the few people who was a senior elected
13 official who, whenever I would see him at an
14 event, would make sure to welcome me, would make
15 sure to introduce me to people, and truly do it
16 in the spirit of compassion and friendliness
17 which everybody who knew him knew was the core of
18 his being.
19 He leaves behind his beloved wife,
20 Flora, his three daughters, Nicole, Jamie and
21 Danielle; his daughter-in-law, Sarah; and one
22 grandchild, along with many other family members.
23 We recently advanced legislation
24 through the Senate Transportation Committee to
25 rename a section of State Route 304 in New City,

1 right on the way to the county clerk's office, in
2 his honor, and I assume we'll be able to pass
3 this later this year.
4 But for now, I just want to conclude
5 and say that for Paul Piperato, we all in
6 Rockland County still miss him. He was a
7 resident of Senator Skoufis's district, he served
8 in mine. Everybody in Rockland laid claim to
9 Paul, because he was truly an amazing public
10 servant and an amazing human being.
11 He was selfless and benevolent, and
12 that selflessness and that benevolence will shine
13 on through his family's vivid and happy memories.
14 His insight and strength will forever serve as a
15 beacon of love, light and hope to the countless
16 lives he touched. I am proud to support this
17 resolution in his honor.

14 For too long our traffic safety
15 focus has been on just the interactions and
16 actions of motorized vehicles. But in a healthy
17 community, our roads are for everybody. They are
18 for children and the elderly. They are for
19 people in wheelchairs. They are for people
20 pushing strollers and walking dogs. And they're
21 for people on bicycles.
22 I am grateful to Senator Gounardes
23 for introducing this bill and my colleagues for
24 bringing it forward. As a regular bicycle
25 commuter myself, I see every day how vehicle

1 operators have no idea what the real rules of the
2 road are, and this bill will help correct that
3 problem. And other bills in this package are
4 also aimed at making our roads safer for
5 everyone.
6 This will make our communities
7 healthier and happier and safer for our children
8 and for all of us who try to use the roads other
9 than by car.
10 So once again, I'm grateful for this
11 bill, and I vote aye.
