 1    Lloyd Walters, also known as "Slick Rick," upon 

 2    the occasion of his first visit to the New York 

 3    State Capitol on January 23, 2024, and 

 4    recognizing his 40 years of community service and 

 5    contributions to hip-hop music and culture.

 6                 ACTING PRESIDENT MAYER:   Senator 

 7    Bailey on the resolution.

 8                 SENATOR BAILEY:   Thank you, 

 9    Madam President.  

10                 It is not often that we get hip-hop 

11    royalty in the chamber.  It is not often that we 

12    get my constituents in the chamber.  But when you 

13    have a mix of the two -- a hip-hop legend, the 

14    greatest storyteller that hip-hop has ever seen.  

15    And we celebrated 50 years of hip-hop last year, 

16    but hip-hop is evolving.  But we have to make 

17    sure that even as we sample, we go back to the 

18    original.  

19                 Slick Rick the Ruler, as he is 

20    colloquially referred to -- as I mentioned, he's 

21    one of the greatest storytellers in the history 

22    of hip-hop, with songs such as "Children's 

23    Story," "The Show," "La Di Da Di," so -- like 

24    there's many, there's too many hits to name.

25                 But it's not just about his

 1    contributions as an MC.  I mentioned that he's my 

 2    constituent.  In any time of the year, including 

 3    but not limited to the holiday seasons, you can 

 4    see Rick and his incredible wife, Mandy, in 

 5    various places within the community giving back, 

 6    whether it's a food distribution for back to 

 7    school, Thanksgiving turkey distributions at the 

 8    YMCA, or just popping up at local schools to 

 9    speak about the importance of staying on the 

10    right path -- and not the "Children's Story" 

11    version, just another case about the wrong 

12    path -- Slick Rick has made it his calling to 

13    continue to tell that story to the children of 

14    not just my district, not just New York State, 

15    the world.  Because hip-hop is global, 

16    Madam President.  

17                 And so when you have a global icon, 

18    one of the best rappers of all time, and you have 

19    somebody who has a heart of service, I deem it 

20    worthy that we honor him here today.  

21                 You know, you've heard me wax 

22    poetic -- and I won't rap in front of Slick Rick, 

23    because that's just embarrassing for the 

24    entire -- 

25                 (Laughter.)

 1                 SENATOR BAILEY:   -- the entire 

 2    genre of hip-hop.  But it's important -- Rick, 

 3    it's important for you to know how much you 

 4    inspire folks like me, younger generations of 

 5    elected officials who grew up listening to your 

 6    music and have been able to interpolate it into 

 7    the way that we legislate, into the way that we 

 8    have our -- rock our clothes and have our style.  

 9                 You are not only a stylish -- not 

10    only a great hip-hop ambassador, you are one of 

11    the most stylish rappers of all time too.  Your 

12    style can never be taken away.

13                 And to everybody here, I encourage 

14    you to go on whatever of services you want to go 

15    on to -- I don't want to advertise for any 

16    particular one -- but I want you to listen to the 

17    anthology of Slick Rick's music.  And it's woven 

18    together like the tapestry of America.  All the 

19    songs fit together in a certain way that's not 

20    formulaic, but it just makes sense.

21                 So Madam President, I would 

22    appreciate if you would be able to extend all of 

23    the privileges and courtesies of the house to one 

24    of the greatest rappers to ever do it, the 

25    legendary Slick Rick the Ruler.

10                 SENATOR SEPÚLVEDA:   Thank you, 

11    Madam Leader, for allowing me -- Madam President, 

12    for allowing me to speak on this resolution.  

13                 I know we're not supposed to bring 

14    props to the Senate, but I'm going to make an 

15    exception today (showing Mets numbered jersey).  

16                 This fine young pitcher spent one 

17    year in Yankee Stadium and one year in the other 

18    county across the Whitestone Bridge.

19                 (Laughter.)

20                 SENATOR SEPÚLVEDA:   But we're here 

21    to talk about true greatness, a legend.  We're 

22    gathering in this chamber today not as 

23    legislators, but as admirers of greatness, to 

24    honor a man whose achievements extend far beyond 

25    the baseball diamond.

 1                 I'm going to ask Assemblywoman 

 2    Septimo, who introduced him in the Assembly 

 3    floor, to stand with me.  

 4                 Mr. Colon, a name synonymous with 

 5    excellence in Major League Baseball and a source 

 6    of immense pride for many Dominicans and the 

 7    Dominican community in New York and throughout 

 8    the world.  His journey from humble beginnings in 

 9    the Dominican Republic to the pinnacle of 

10    baseball is a testament to the enduring spirit of 

11    determination and resilience.  His career marked 

12    by remarkable achievements, including the 

13    Cy Young Award -- and that reflects not just his 

14    athletic prowess but a deep commitment to 

15    excellence.  And let us not forget his name, the 

16    Big Sexy.

17                 But beyond his impressive record, 

18    what truly sets Bartolo apart is his impact on 

19    the community.  He's been a role model, an 

20    inspiration, a beacon of hope for many young 

21    people showing that with hard work and 

22    dedication, any dream is achievable.  

23                 In presenting Resolution J1599 we do 

24    more than just recognize a sports legend, we 

25    celebrate a man who embodies the values we hold

 1    dear:  Hard work, perseverance, and a relentless 

 2    pursuit of excellence.  His story resonates with 

 3    each of us, reminding us that no matter where we 

 4    start, what counts is where we finish.  

 5                 Mr. Colon's legacy goes beyond 

 6    baseball.  It is etched in the hearts of those 

 7    who he inspired, in the communities he uplifted, 

 8    and in the lives he changed.  Today, as we honor 

 9    him, we also renew our commitment to these values 

10    and to fostering an environment where dreams like 

11    Bartolo's can be realized.  

12                 To Mr. Colon, his family, and all 

13    who have supported him, thank you for sharing 

14    this incredible journey with us.  Your 

15    contributions to our state and our nation are 

16    invaluable, and today we honor you.  

17                 And you all know I always do it in 

18    Spanish as well, so bear with me.  

19                 Damas y caballeros, estimados 

20    colegas e invitados de honor, hoy nos reunimos en 

21    esta distiguida cámara no solo como legisladores, 

22    sino como admiradores de la grandeza, para honrar 

23    a un hombre cuyos logros se extienden mucho más

20                 Today is a great day for a Mets fan 

21    that's a hip-hop fan.  You know, we get one of 

22    the greatest pitchers that we've seen in -- you 

23    know, when he came to the Mets it's important to 

24    note that he became Home Run Bartolo, right?  He 

25    was hitting home runs as a pitcher with the

 1    New York Mets.  

 2                 And it's important to know that as 

 3    you advance in your career, it doesn't mean that 

 4    you still can't accomplish great feats.  He's the 

 5    oldest player in the history of Major League 

 6    Baseball to have hit his first home run.  At the 

 7    age of 42 years old is when he hit his first home 

 8    run.  

 9                 I think 247 career wins.  He was in 

10    the World Series with the Mets and the Royals.  

11    And I wish we had that one -- I wish we had that 

12    one back for a -- in a lot of different ways.  

13    But due to no fault of Mr. Colon, because he was 

14    incredible.  In the following year, 2016, he made 

15    the All Star Team for the amazing Mets, showing a 

16    resilience in that age does not define you, it 

17    only makes you better.

18                 And so I salute Bartolo Colon for 

19    his career, his long, distinguished career in 

20    Major League Baseball in general, but 

21    specifically for the New York Metropolitans, my 

22    favorite baseball team.  

23                 And it's really great to meet a 

24    legend who is also a humanitarian.  Senator 

25    Sepúlveda, thank you for highlighting his

 1    off-the-field accomplishments.  Because often 

 2    when we watch on whatever screen, TV or whatever, 

 3    or device that we watch, we get to see the 

 4    athlete.  You get to hear more about the person 

 5    and what they do and how they impact those around 

 6    them in their community.  

 7                 So to Mr. Colon, I salute you and 

 8    your family.  Thank you for an incredible career; 

 9    job well done.  Felicidades.

14                 For those of us who are lifelong 

15    Mets fans, this is a special occasion to have 

16    Bartolo Colon joining us.

18    record.  My colleague Senator Sepúlveda 

19    mistakenly said he only spent one year in Queens.  

20    It was three seasons with the Mets, versus one 

21    with the Yankees.

22                 (Laughter.)

23                 SENATOR GIANARIS:   Which makes him 

24    three times as much a Met as a Yankee.

 2    remember him fondly for the great years he gave 

 3    us as a member of the Mets, some very memorable 

 4    moments in addition to his pitching prowess.  We 

 5    heard about the home runs, the behind the back 

 6    flip to first base.  He's just a very cool 

 7    customer on the mound and at the plate.  

 8                 And we so appreciate having him join 

 9    us here in the chamber.  Señor Colon, bienvenidos 

10    a Senado de Nueva York.

12    for bringing this Mets fan a little bit of extra 

13    joy today.

10    Madam President.  

11                 You know, I want to applaud 

12    Senator Jackson on his bill, because students at 

13    BOCES, at public colleges and universities, 

14    should be aware of the opportunities to take the 

15    Civil Service exam, become public servants, and 

16    enter the workforce.  

17                 I mean, the truth is that students 

18    nowadays many times have to work while they go to 

19    school.  It's a very different reality in today's 

20    economy for a college student, especially as it 

21    becomes less and less affordable.  

22                 This is actually why I've introduced 

23    legislation this session, along with my 

24    counterpart Labor chair, Assemblymember Harry 

25    Bronson, in order to create a workplace readiness

 1    curriculum in our high schools so that every 

 2    high school student in New York State graduates 

 3    with some financial literacy tools under their 

 4    belt -- knowing how to read their paycheck, 

 5    knowing how to file a wage theft claim, knowing 

 6    how to file for unemployment insurance if that's 

 7    what they need.  But most especially, knowing how 

 8    to organize a union, because many times it's 

 9    precisely high school and college students who 

10    become these entry-level employees that are most 

11    often taken advantage of.

12                 So I want to applaud my fellow labor 

13    colleague, Senator -- lovingly called Uncle Bob, 

14    it's such a habit -- Senator Jackson on his bill.  

15                 And of course thank you to the 

16    leader for letting us do this.
