SUBJECT: Count of Incarcerated Individuals and Reallocation
PURPOSE: To discuss and ratify the adjusted population of the state’s incarcerated individuals by allocating them back to the residential address prior to incarceration pursuant to Legislative Law 83-m (13).
Legislative Law Section 83-m requires the Legislative Task Force on Demographic Research and Reapportionment (Task Force) to determine the census block corresponding to the street address of a person’s residential address prior to incarceration as well as the census block corresponding to the street address of the correctional facility in which such person was held subject to the jurisdiction of the Department of Corrections and Community Supervision (DOCCS). The Task Force is required to develop and maintain such adjusted population data set. Assembly and Senate districts as well as those of local governments shall be drawn using such adjusted population data set.
Upon a vote of a majority of the Task Force members, the Task Force shall publish data for state and local districts that provides the reallocation of the state’s incarcerated population.
Attendees and participants at any legislative public hearing should be aware that these proceedings are video recorded. Their likenesses may be included in any video coverage shown on television or the internet.
In order to meet the needs of those who may have a disability, the Legislature, in accordance with its policy of non-discrimination on the basis of disability, as well as the 1990 Americans with Disabilities Act (ADA), has made its facilities and services available to all individuals with disabilities.
