KAVANAGH -- read once and referred to the Commit- tee on Cities AN ACT to amend the administrative code of the city of New York, in relation to the safety of elevators in buildings owned by the New York city housing authority THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The administrative code of the city of New York is amended by adding four new sections 28-304.10, 28-304.11, 28-304.12 and 28-304.13 to read as follows: S 28-304.10 DOOR ZONE RESTRICTORS. IN ANY BUILDING OWNED BY THE NEW YORK CITY HOUSING AUTHORITY, ALL ELEVATORS SHALL HAVE A DOOR ZONE RESTRICTOR WHICH PREVENTS THE ELEVATOR DOOR FROM OPENING MORE THAN FOUR INCHES WIDE WHEN THE ELEVATOR STOPS BETWEEN FLOORS. S 28-304.11 BUILDING INSPECTION OF ELEVATORS. IN ANY BUILDING OWNED BY THE NEW YORK CITY HOUSING AUTHORITY, ALL ELEVATORS SHALL BE INSPECTED BY THE DEPARTMENT OF BUILDINGS IN ACCORDANCE WITH THIS ARTICLE. S 28-304.12 INTERAGENCY COORDINATION. THE NEW YORK CITY HOUSING AUTHORITY SHALL COMMUNICATE INFORMATION REGARDING ELEVATOR SAFETY, INCLUDING, BUT NOT LIMITED TO, INFORMATION PERTAINING TO ELEVATOR HAZARDS AND THE NUMBER OF TIMES FIREFIGHTERS HAVE BEEN CALLED TO RESCUE PASSENGERS IN ELEVATORS, WITH THE DEPARTMENT OF BUILDINGS AND THE FIRE DEPARTMENT OF THE CITY OF NEW YORK TO ENHANCE THE SAFETY OF PASSENGERS. S 28-304.13 PUBLIC DISCLOSURE OF INSPECTION DATA. THE NEW YORK CITY HOUSING AUTHORITY AND THE DEPARTMENT OF BUILDINGS SHALL PROVIDE TO THE PUBLIC DETAILED REPORTS REGARDING THE RESULTS OF ELEVATOR INSPECTIONS IN BUILDINGS OWNED BY THE NEW YORK CITY HOUSING AUTHORITY. SUCH REPORTS SHALL PROVIDE A DETAILED EXPLANATION OF HOW THE ELEVATOR WAS GRADED AND WHY AN ELEVATOR RECEIVED AN UNSATISFACTORY OR LOW GRADE. S 2. This act shall take effect immediately. BILL NUMBER:A8154A TITLE OF BILL: An act to amend the administrative code of the city of New York, in relation to the safety of elevators in buildings owned by the New York city housing authority PURPOSE: To increase the safety of elevators in buildings owned by the New York City Housing Authority (NYCHA). SUMMARY OF PROVISIONS: Section 1: Amends the administrative code of the city of New York by adding four new sections: 28-304.10 mandates the installation of door zone restrictors in eleva- tors within buildings owned by the housing authority. 28-304.11 establishes that all public housing elevators are inspected by the Department of Buildings following the same rules other New York City building owners follow. 28-304.12 mandates interagency coordination between the New York. City Housing Authority, the Department of Buildings, and the Fire Department with all relevant information regarding elevator hazards, rescue missions from the Fire Department, and other elevator safety concerns. 28-304.13 requires the New York City Housing Authority to disclose all inspection data to the public.
