BILL NUMBER: S3139 TITLE OF BILL : An act to amend the legislative law, in relation to limiting the amount of time any member of the legislature may serve as temporary president of the senate, speaker of the assembly, minority leader of the senate, minority leader of the assembly or chairman of a legislative committee PURPOSE : This bill limits the tenure of the Temporary President of the Senate, Speaker of the Assembly and the Minority Leaders in the respective houses to eight years. Additionally, the bill limits the tenure of committee chairmen to six years. SUMMARY OF PROVISIONS : Section 1: Amends the Legislative Law by adding two new sections to limit the tenures of legislative leaders and committee chairs. Section 2: Effective date. JUSTIFICATION : This bill is intended to keep New York State's leadership fresh and innovative, to allow an influx of new voices and perspectives in order to make better and broader the representation of the people of New York in the state's legislature.

JOHNSON, LARKIN, LAVALLE, MAZIARZ, PADAVAN, SKELOS, VOLKER, YOUNG -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Government Operations AN ACT to amend the legislative law, in relation to limiting the amount of time any member of the legislature may serve as temporary president of the senate, speaker of the assembly, minority leader of the senate, minority leader of the assembly or chairman of a legislative committee THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The legislative law is amended by adding two new sections 5-b and 5-c to read as follows: S 5-B. LIMITATION ON TENURE OF TEMPORARY PRESIDENT, SPEAKER AND MINOR- ITY LEADERS. NO MEMBER OF THE LEGISLATURE SHALL HOLD THE OFFICE OF TEMPORARY PRESIDENT OF THE SENATE, SPEAKER OF THE ASSEMBLY, MINORITY LEADER OF THE SENATE OR MINORITY LEADER OF THE ASSEMBLY FOR MORE THAN EIGHT YEARS. S 5-C. LIMITATION ON TENURE OF LEGISLATIVE COMMITTEE CHAIRMAN. NO MEMBER OF THE LEGISLATURE SHALL BE THE CHAIRMAN OF ANY SINGLE LEGISLA- TIVE COMMITTEE, EXCEPT THE COMMITTEE ON RULES, FOR MORE THAN SIX YEARS. S 2. This act shall take effect only in the event that the amendments to the constitution proposed in "CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to section 1 of article 4 of the consti- tution, in relation to term limits for the office of governor; and proposing an amendment to section 1 of article 5 of the constitution, in relation to term limits for the offices of comptroller and attorney-gen- eral" have been enacted pursuant to section 1 of article 19 of the constitution. Upon such enactment, this act shall take effect on the first of January next succeeding the enactment of such constitutional amendments, and shall apply to offices in the legislature which commence on or after such effective date.
