BILL NUMBER:S4877 TITLE OF BILL: An act to amend the legislative law, in relation to limiting the amount of time any member of the legislature may serve as temporary president of the senate, speaker of the assembly, minority leader of the senate, minority leader of the assembly or chairman of a legislative committee PURPOSE: This bill limits the tenure of legislative leaders and committee chairs. SUMMARY OF PROVISIONS: Section 1 amends the Legislative Law by adding two new sections, 5-b and 5-c. * 5-b limits the tenure of the temporary president, speaker and minority leaders to less than twelve (12) years. * 5-c limits the tenure of the committee chair of a single committee to no more than eight (8) years with an exception for the Committee on Rules where there is no limit. GRIFFO, DeFRANCISCO, FUSCHILLO, GOLDEN, GRISANTI, LARKIN, LAVALLE, MAZIARZ, O'MARA, RANZENHOFER, RITCHIE, SEWARD, ZELDIN -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Government Operations AN ACT to amend the legislative law, in relation to limiting the amount of time any member of the legislature may serve as temporary president of the senate, speaker of the assembly, minority leader of the senate, minority leader of the assembly or chairman of a legislative committee THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The legislative law is amended by adding two new sections 5-b and 5-c to read as follows: S 5-B. LIMITATION ON TENURE OF TEMPORARY PRESIDENT, SPEAKER AND MINOR- ITY LEADERS. NO MEMBER OF THE LEGISLATURE SHALL HOLD THE OFFICE OF TEMPORARY PRESIDENT OF THE SENATE, SPEAKER OF THE ASSEMBLY, MINORITY LEADER OF THE SENATE OR MINORITY LEADER OF THE ASSEMBLY FOR MORE THAN TWELVE YEARS. S 5-C. LIMITATION ON TENURE OF LEGISLATIVE COMMITTEE CHAIRMAN. NO MEMBER OF THE LEGISLATURE SHALL BE THE CHAIRMAN OF ANY SINGLE LEGISLA- TIVE COMMITTEE, EXCEPT THE COMMITTEE ON RULES, FOR MORE THAN EIGHT YEARS. S 2. This act shall take effect immediately.
