BILL NUMBER:A10704 TITLE OF BILL: An act to amend the state finance law, in relation to prohibiting reductions in appropriations for the support of education during the state fiscal year PURPOSE OR GENERAL IDEA OF BILL: To stop budget cuts to New York State public schools, made after the regular session, from going into effect until after the end of the next school year. SUMMARY OF SPECIFIC PROVISIONS: A new paragraph (F) is amended into Subdivision 2, Section 40, of the State Finance Law. JUSTIFICATION: Mid-year school cuts place an unfair burden on our school system. They force administrators to make adjustments in staffing and curriculum with little notice. Students may be forced to take classes which do not interest them and do not serve their particular educational needs. Contracted school employees deserve to have their contracts honored, while non-contracted support staff deserves the respect of keeping their hours and wage rates throughout the year. PRIOR LEGISLATIVE HISTORY: New Bill FISCAL IMPLICATIONS: None EFFECTIVE DATE: This act shall take effect immediately.

MILLER -- read once and referred to the Committee on Education AN ACT to amend the state finance law, in relation to prohibiting reductions in appropriations for the support of education during the state fiscal year THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 2 of section 40 of the state finance law is amended by adding a new paragraph (f) to read as follows: (F) NO APPROPRIATION MADE AT A REGULAR SESSION OF THE LEGISLATURE FOR THE SUPPORT OF EDUCATION IN THIS STATE SHALL BE REDUCED, LIMITED OR OTHERWISE DIMINISHED IN ANY WAY PRIOR TO THE THIRTIETH DAY OF JUNE IMME- DIATELY FOLLOWING THE STATE FISCAL YEAR FOR WHICH IT IS ENACTED.
