BILL NUMBER:S1966 TITLE OF BILL: An act to amend the environmental conservation law, in relation to authorizing certain individuals to hunt with a muzzle loader PURPOSE: To amend the NYS Department of Environmental Conservation law to authorize a junior small game license 12 years of age or older to hunt with a muzzle loader firearm. SUMMARY OF PROVISIONS: Section 11-0701 of the environmental conservation law is amended by adding a new subdivision 18 to read as follows: 18. A junior muzzle loading stamp when affixed to a junior small game license entitles a holder who is twelve years of age or older to hunt wild deer and bear with a muzzle loading firearm, as provided in title 9 of this article, in a special muzzle loading firearm season. JUSTIFICATION: The future of our hunting sports lies in the recruitment of new and young people. New York State is the only state which does not allow youth under the age of 16 to hunt big game with a firearm. These young hunters are able to go afield for small game hunting with a firearm at 12 years of age and hunters at age 14 are allowed to hunt big game with archery equipment. With the creation of a muzzle loader license, more youth can have the opportunity to enjoy the sport of hunt- ing.

Section 11-0701 of the environmental conservation law is amended by adding a new subdivision 18 to read as follows: 18.
