BILL NUMBER:S7590 TITLE OF BILL: An act to amend the public health law, in relation to the spina bifida education and outreach program PURPOSE: The purpose of this legislation is to help prevent Spina Bifida and raise awareness to help educate the public regarding this birth defect by authorizing the commissioner of health to establish a public outreach campaign. SUMMARY OF PROVISIONS: Subdivision 1 of section 207 of the public health law is amended by chapter 471 by adding the following: Spina bifida, a permanently disabling birth defect occurring at the end of the first month of pregnancy which involves the incomplete development of the spinal cord or its coverings, and the importance of encouraging all women in their childbearing years to increase their folic acid intake in order to reduce the incidence of spina bifida. JUSTIFICATION: Spina Bifida is the most common permanently disabling birth defect in the United States. This disability involves the incomplete development

ESPAILLAT -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to the spina bifida education and outreach program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 207 of the public health law is amended by adding a new paragraph (j) to read as follows: (J) SPINA BIFIDA, A PERMANENTLY DISABLING BIRTH DEFECT OCCURRING AT THE END OF THE FIRST MONTH OF PREGNANCY WHICH INVOLVES THE INCOMPLETE DEVELOPMENT OF THE SPINAL CORD OR ITS COVERINGS, AND THE IMPORTANCE OF ENCOURAGING ALL WOMEN IN THEIR CHILD-BEARING YEARS TO INCREASE THEIR FOLIC ACID INTAKE IN ORDER TO REDUCE THE INCIDENCE OF SPINA BIFIDA.
