BILL NUMBER:S3812 TITLE OF BILL: An act to amend the legislative law and the executive law, in relation to enacting the "legislative online digital paperwork reduction act" PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to reduce the number of bills, reports, digests, records and various documents printed by the New York State Legislature and establish a process to make these documents available electronically through the websites of the New York State Senate, Assembly and State Agencies. SUMMARY OF SPECIFIC PROVISIONS: Section 1: Establishes the title of the bill as the "Legislative Online Digital Paperwork Reduction Act." Section 2: States the creation of a new section, Section 44-b to Legislative Law. Section 44-b: Establishes that all documents produced by the Legislature and Members of the Legislature be done electronically and made available for printing on the websites of the State Assembly and

BOYLE -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Govern- ment Operations AN ACT to amend the legislative law and the executive law, in relation to enacting the "legislative online digital paperwork reduction act" THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Short title. This act shall be known and may be cited as the "legislative online digital paperwork reduction act". S 2. The legislative law is amended by adding a new section 44-b to read as follows: S 44-B. PRINTING OF DOCUMENTS. NOTWITHSTANDING ANY OTHER PROVISION OF LAW, THE SENATE AND ASSEMBLY SHALL MAKE ALL LEGISLATIVE REPORTS, DIGESTS AND RECORDS AVAILABLE ON THEIR RESPECTIVE WEBSITES IN A MANNER THAT ALLOWS SUCH REPORTS, DIGESTS AND RECORDS TO BE PRINTED. S 3. The executive law is amended by adding a new section 170-c to read as follows: S 170-C. AVAILABILITY OF DOCUMENTS. EVERY STATE AGENCY IN THE STATE SHALL MAKE ITS ANNUAL REPORTS AND ALL OTHER PUBLIC DOCUMENTS AVAILABLE IN A DIGITAL FORMAT ON ITS WEBSITE IN A MANNER THAT ALLOWS SUCH REPORTS AND DOCUMENTS TO BE PRINTED. AS USED IN THIS SECTION, THE TERM "STATE AGENCY" SHALL MEAN ANY DEPARTMENT, BOARD, BUREAU, COMMISSION, DIVISION, OFFICE, COUNCIL, COMMITTEE OR OFFICE OF THE STATE, A PUBLIC BENEFIT CORPORATION OR PUBLIC AUTHORITY. S 4. This act shall take effect on the ninetieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
