M. G. MILLER -- read once and referred to the Committee on Education AN ACT to amend the administrative code of the city of New York and chapter 53 of the laws of 2012, enacting the aid to localities budget, in relation to substance abuse prevention personnel in New York city schools THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The administrative code of the city of New York is amended by adding a new section 12-140 to read as follows: § 12-140 SUBSTANCE ABUSE PREVENTION AND INTERVENTION PERSONNEL. THE NEW YORK CITY DEPARTMENT OF EDUCATION SHALL PROVIDE ON A FULL-TIME BASIS AT LEAST ONE SUBSTANCE ABUSE PREVENTION AND INTERVENTION SPECIALIST AT EACH PUBLIC SCHOOL IN THE CITY OF NEW YORK. FOR THE PURPOSES OF THIS SECTION, A SUBSTANCE ABUSE PREVENTION AND INTERVENTION SPECIALIST IS A NEW YORK CITY DEPARTMENT OF EDUCATION EMPLOYEE THAT HAS RECEIVED SUBSTANCE ABUSE TRAINING THROUGH THE NEW YORK STATE OFFICE OF ALCOHOLISM AND SUBSTANCE ABUSE SERVICES. § 2. Section 1 of chapter 53 of the laws of 2012, enacting the aid to localities budget, is amended by repealing the items hereinbelow set forth in brackets and by adding to such section the other items under- scored in this section.
