BILL NUMBER: S8887 SPONSOR: COMRIE TITLE OF BILL: An act in relation to establishing a task force to study and report on the potential implementation of blockchain technology in state record keeping, information storage, and service delivery; and providing for the repeal of such provisions upon expiration thereof PURPOSE OR GENERAL IDEA OF BILL: Establishes a taskforce to study the implementation of Blockchain tech- nology in New York State SUMMARY OF PROVISIONS: Section 1 authorizes the assembling of the taskforce and their set responsibilities Section 2 states who the task force shall be comprised of.

S T A T E O F N E W Y O R K ________________________________________________________________________ 8887 I N S E N A T E August 7, 2020 ___________ Introduced by Sen. COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT in relation to establishing a task force to study and report on the potential implementation of blockchain technology in state record keeping, information storage, and service delivery; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. A ten-member task force is hereby established to assess the feasibility, economic impacts and effectiveness of the implementation of blockchain technology in state record keeping, information storage, and service delivery. § 2. The task force shall be comprised of: (a) two members appointed by the temporary president of the senate; (b) two members appointed by the speaker of the assembly; (c) two members appointed by the governor; (d) two members appointed by the chief information officer of the office of information technology services; (e) one member appointed by the minority leader of the senate; and (f) one member appointed by the minority leader of the assembly. § 3. The task force shall meet as frequently as its business may require and members of the task force shall receive no compensation for their services. The task force shall hold at least one public hearing in the course of conducting its examination and evaluation pursuant to this act. § 4. The task force shall provide a report to the governor, the speak- er of the assembly and the temporary president of the senate on or before January 1, 2022. Such report shall include: (a) opportunities and risks associated with using blockchain technolo- gy in state record keeping, information storage, and service delivery; (b) an analysis of different types of blockchain technology, and the feasibility of implementing each type; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
