TITLE OF BILL:

An act in relation to establishing a task force to study and report on
the potential implementation of blockchain technology in state record
keeping, information storage, and service delivery; and providing for
the repeal of such provisions upon expiration thereof

 
PURPOSE OR GENERAL IDEA OF BILL:

Establishes a taskforce to study the implementation of Blockchain tech-
nology in New York State

 
SUMMARY OF PROVISIONS:

Section 1 authorizes the assembling of the taskforce and their set
responsibilities

Section 2 states who the task force shall be comprised of.

Section 3 lists how frequently they meet and the parameters of said
meetings.

Section 4 addresses when they shall provide their report and what it
shall include.

Section 5 says the act shall take effect immediately.

 
JUSTIFICATION:

We are in a dynamic transitional time for technology in the world and in
New York State, in particular. Of utmost importance is New York's trans-
mission of information over the Internet, the electronic storage of
data, electronic record-keeping and cyber security. The state should
explore viability of the use of new technologies. Blockchain technology
is a form of encryption. "A blockchain is a continuously growing list of
records called blocks, which are linked and secured using cryptography.
Each block typically contains a hash pointer as a link to a previous
block, a timestamp and transaction data. By design, blockchains are
inherently resistant to modification of the data." Other counties and
states around the United States have already developed initiatives to
try to integrate this technology into their economies. Situations such
as proving documentation, proof of purchase, and notarizing may become
more efficient if blockchain technology is integrated.

 Introduced  by  Sen.  COMRIE -- read twice and ordered printed, and when
   printed to be committed to the Committee on Internet and Technology
 
 AN ACT in relation to establishing a task force to study and  report  on
   the  potential implementation of blockchain technology in state record
   keeping, information storage, and service delivery; and providing  for
   the repeal of such provisions upon expiration thereof
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. A ten-member task force is hereby established to assess the
 feasibility, economic impacts and effectiveness of the implementation of
 blockchain technology in state record keeping, information storage,  and
 service delivery.
   § 2. The task force shall be comprised of:
   (a) two members appointed by the temporary president of the senate;
   (b) two members appointed by the speaker of the assembly;
   (c) two members appointed by the governor;
   (d)  two  members  appointed  by  the chief information officer of the
 office of information technology services;
   (e) one member appointed by the minority leader of the senate; and
   (f) one member appointed by the minority leader of the assembly.
   § 3. The task force shall meet  as  frequently  as  its  business  may
 require  and members of the task force shall receive no compensation for
 their services. The task force shall hold at least one public hearing in
 the course of conducting its examination and evaluation pursuant to this
 act.
   § 4. The task force shall provide a report to the governor, the speak-
 er of the assembly and the temporary  president  of  the  senate  on  or
 before January 1, 2023. Such report shall include:
   (a) opportunities and risks associated with using blockchain technolo-
 gy in state record keeping, information storage, and service delivery;

   (b)  an  analysis of different types of blockchain technology, and the
 feasibility of implementing each type;
   (c)  a  list of private and public organizations in New York state and
 across the country which are currently using blockchain  technology  for
 record keeping, information storage, or service delivery; and
   (d)  recommendations regarding the use of blockchain technology, along
 with legislative and regulatory proposals as the task force deems neces-
 sary to implement such recommendations.
   § 5. This act shall take effect immediately and shall  expire  and  be
 deemed repealed January 1, 2023.
