ORTT -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the tax law, in relation to providing grants related to the expansion and support of crisis intervention services and diver- sion programs THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraphs (d) and (e) of subdivision 6 of section 186-f of the tax law, paragraph (d) as amended and paragraph (e) as added by section 39 of part B of chapter 56 of the laws of 2010, are amended and a new paragraph (f) is added to read as follows: (d) To provide the costs of debt service for bonds and notes issued to finance expedited deployment funding pursuant to the provisions of section three hundred thirty-three of the county law and section sixteen hundred eighty-nine-h of the public authorities law; [and] (e) [services] SERVICES and expenses that support the [operations and mission of] INTEROPERABLE COMMUNICATIONS PROGRAM WITHIN the division of homeland security and emergency services as appropriated by the legisla- ture[.]; (F) THE SUM OF TEN MILLION DOLLARS ANNUALLY SHALL BE USED FOR THE PROVISION OF GRANTS RELATED TO THE EXPANSION AND SUPPORT OF CRISIS INTERVENTION SERVICES AND DIVERSION PROGRAMS AS DEVELOPED OR APPROVED BY THE NEW YORK STATE OFFICE OF MENTAL HEALTH, IN CONJUNCTION WITH THE DIVISION OF CRIMINAL JUSTICE SERVICES FOR LAW ENFORCEMENT OFFICERS, 911 DISPATCHERS OR CALL TAKERS, AND FIRST RESPONDERS, TO BE DISTRIBUTED PURSUANT TO A PLAN DEVELOPED BY THE COMMISSIONER OF THE OFFICE OF MENTAL HEALTH AND THE COMMISSIONER OF THE DIVISION OF CRIMINAL JUSTICE SERVICES. SUCH PLAN SHALL CONSIDER FACTORS SUCH AS POPULATION AND NUMBER OF STAFF ELIGIBLE FOR SUCH TRAINING. THE COMMISSIONER OF THE OFFICE OF MENTAL HEALTH AND THE COMMISSIONER OF THE DIVISION OF CRIMINAL JUSTICE SERVICES SHALL PROVIDE A REPORT TO THE GOVERNOR AND THE LEGISLATURE ANNUALLY STATING THE PROGRESS OF THE PROGRAM, INCLUDING, BUT NOT LIMITED TO, INFORMATION DETAILING THE NUMBER OF INDIVIDUALS TRAINED, THE OCCUPA- TIONS OF THOSE TRAINED, AND THEIR COUNTY OF EMPLOYMENT; AND § 2. This act shall take effect on the first of April next succeeding the date on which it shall have become a law.
