ORTT -- read twice and ordered printed, and when printed to be committed to the Committee on Budget and Revenue AN ACT to amend the tax law, in relation to providing grants related to the expansion and support of crisis intervention services and training programs THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraphs (d) and (e) of subdivision 6 of section 186-f of the tax law, paragraph (d) as amended and paragraph (e) as added by section 39 of part B of chapter 56 of the laws of 2010, are amended and a new paragraph (f) is added to read as follows: (d) To provide the costs of debt service for bonds and notes issued to finance expedited deployment funding pursuant to the provisions of section three hundred thirty-three of the county law and section sixteen hundred eighty-nine-h of the public authorities law; [and] (e) [services] SERVICES and expenses that support the [operations and mission of] INTEROPERABLE COMMUNICATIONS PROGRAM WITHIN the division of homeland security and emergency services as appropriated by the legisla- ture[.]; (F) THE SUM OF TEN MILLION DOLLARS ANNUALLY SHALL BE USED FOR THE PROVISION OF GRANTS RELATED TO THE EXPANSION AND SUPPORT OF CRISIS INTERVENTION SERVICES AND TRAINING PROGRAMS AS DEVELOPED OR APPROVED BY THE NEW YORK STATE OFFICE OF MENTAL HEALTH, IN CONJUNCTION WITH THE DIVISION OF CRIMINAL JUSTICE SERVICES AND THE OFFICE OF ADDICTION SERVICES AND SUPPORTS, FOR LAW ENFORCEMENT OFFICERS, 911 DISPATCHERS OR CALL TAKERS, AND FIRST RESPONDERS, TO BE DISTRIBUTED PURSUANT TO A PLAN DEVELOPED BY THE COMMISSIONER OF THE OFFICE OF MENTAL HEALTH IN CONJUNC- TION WITH THE COMMISSIONER OF THE OFFICE OF ADDICTION SERVICES AND SUPPORTS, AND THE COMMISSIONER OF THE DIVISION OF CRIMINAL JUSTICE SERVICES. SUCH PLAN SHALL CONSIDER FACTORS SUCH AS POPULATION AND NUMBER OF STAFF ELIGIBLE FOR SUCH TRAINING.
